Paramount has agreed to several major commitments as part of its settlement with the states over the Warner Bros. merger:

-After a nice lil fight, The Paramount/WB merger has come through every major hurdle that has come across them after settling with a California-led group of US states and a Hollywood writers union, paving the way for one of the largest media mergers in history.
-UK/EU and everyone else have already signed off on the merger, just leaving a US judge to formally give them the ok.
-The deal has Paramount investing at minimum, an additional $300 million on film production in the U.S. annually — for a total of $1.5 billion over five years — and for the first five years they will need to release between 30-32 films each year.
-When it comes to CNN and CBS, Paramount must have a third-party entity — a “news editorial independence board” — oversee news operations.
-Five years is the magic number for this settlement. 5 years for 30-32 films annually, 5 years for additional $300mill in production, 5 year guarantee to operate Paramount and WB studios in California, Pluto Tv must remain free for 5 years, separate negotiations for the distribution of basic cable channels owned by Paramount and Warner Bros. for 5 years. No word on what happens after that 5th year….allegedly they could just cut everything down, go on a huge firing spree, flee LA, etc…
