Its authors reviewed logs of emergency and radio communications, texts and phone calls, emails, videos, images, and social media posts, as well as relying on eyewitness accounts.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">The summary alone is both harrowing and eerily clinical to read. It\u2019s hard to shake firsthand accounts that came out in August of people diving into the ocean to escape flames and scenes of Lahaina, the former\u00a0capital of the Hawaiian Kingdom, in ashes. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But the 200-page report identifies some telling instances of issues that stymied response efforts. Pipes failed, and water pressure dropped so low that parts of Lahaina had no water flowing from their fire hydrants. Smoke and flames cut off evacuation routes and \u201coverwhelmed the efforts of police and firefighters to evacuate the area.\u201d Without cell service, police officers and firefighters <a href=\"https:\/\/www.npr.org\/2024\/04\/17\/1245396324\/maui-fire-report-communications-breakdown\" target=\"_blank\" rel=\"noopener\">talked to each other on closed channels<\/a>, including car radios \u2014 leaving the public in the dark about what was going on. Some residents created impromptu evacuation routes by \u201copening locked gates and clearing access to dirt roads.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Downed power lines entangled fire fighting equipment, forcing crews to abandon it. Utility Hawaiian Electric already <a href=\"https:\/\/www.theverge.com\/2023\/8\/25\/23845581\/maui-county-hawaiian-electric-utility-lawsuit-fire\" target=\"_blank\" rel=\"noopener\">faces several lawsuits<\/a> alleging that its power lines triggered the blaze. Attorney General\u00a0Anne Lopez <a href=\"https:\/\/ag.hawaii.gov\/wp-content\/uploads\/2024\/04\/News-Relese-2024-18.pdf\" target=\"_blank\" rel=\"noopener\">clarified<\/a> that this week\u2019s report doesn\u2019t pinpoint how the fire started \u2014 that\u2019s supposed to come out of an investigation led by the US Bureau of Alcohol, Tobacco, Firearms and Explosives, as well as the Maui Fire and Public Safety Department. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">On Tuesday, the Western Fire Chiefs Association released a <a href=\"https:\/\/apnews.com\/article\/lahaina-fire-hawaii-report-410e83c0608eaf630d5916151b2601ef\" target=\"_blank\" rel=\"noopener\">separate assessment<\/a> of how the Maui Fire Department responded to the disaster. It includes more than 100 <a href=\"https:\/\/www.mauicounty.gov\/DocumentCenter\/View\/146279\/2023-Wildfire-After-Action-Report\" target=\"_blank\" rel=\"noopener\">recommendations<\/a> for what could be done better in the future after identifying 17 kinds of \u201cchallenges\u201d the department faced in August. Those issues range from lacking enough aircraft or not having a standard inventory of response vehicles to a breakdown in communications via calls, text, and WhatsApp. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">These kinds of problems become a bigger risk in an environment that\u2019s made fires <a href=\"https:\/\/www.oecd.org\/climate-change\/wildfires\/policy-highlights-taming-wildfires-in-the-context-of-climate-change.pdf\" target=\"_blank\" rel=\"noopener\">more intense around the world<\/a>.
