TikTok claims that the company\u2019s own unusual gesture at self-regulation \u2014 undergoing an <a href=\"https:\/\/techcrunch.com\/2022\/08\/16\/oracle-now-monitoring-tiktoks-algorithms-and-moderation-system-for-manipulation-by-chinas-government\/\" target=\"_blank\" rel=\"noopener\">audit by U.S.-based tech giant Oracle<\/a>, among other measures \u2014 would offer more resolution.<\/p>\n<p>\u201cIf protecting national security is the objective, divestment doesn\u2019t solve the problem: a change in ownership would not impose any new restrictions on data flows or access,\u201d TikTok spokesperson Maureen Shanahan told TechCrunch. \u201cThe best way to address concerns about national security is with the transparent, U.S.-based protection of U.S. user data and systems, with robust third-party monitoring, vetting, and verification, which we are already implementing.\u201d<\/p>\n<p>That program, known as Project Texas, is part of an ongoing TikTok charm offensive in the U.S. that seeks to portray the company\u2019s U.S. operations as transparent and accountable. The campaign comes with about $1.5 billion in infrastructure spending and corporate re-organization to erect a firewall between the company\u2019s U.S. business and its Chinese ownership.<\/p>\n<p>In an interview with the Journal, TikTok CEO Shou Zi Chew argued that Project Texas would place U.S. data beyond the reach of the Chinese government. He declined to answer if TikTok\u2019s parent company ByteDance\u2019s founders would be open to divesting.<\/p>\n<p>\u201cI do welcome feedback on what other risk we are talking about that is not addressed by this,\u201d Chew said in the interview. \u201cSo far I haven\u2019t heard anything that cannot actually be solved by this.\u201d<\/p>\n<p>The TikTok national security saga began during the Trump administration. The Trump White House\u2019s threats against the company eventually culminated in a plan to force TikTok to sell its U.S. operations to Oracle in late 2020. At the time, TikTok also rejected an acquisition offer from Microsoft, but ultimately didn\u2019t sell to Oracle either.<\/p>\n<p>The deal was shelved indefinitely when the Biden took office the following year, a result of changing White House priorities and a flurry of <a href=\"https:\/\/techcrunch.com\/2020\/10\/30\/tiktok-stars-got-a-judge-to-block-trumps-tiktok-ban\/\" target=\"_blank\" rel=\"noopener\">successful court challenges<\/a> by TikTok parent company ByteDance.<\/p>\n<p>Last year, TikTok\u2019s odd relationship with Oracle turned a new page, with the company shifting data on U.S.-based users <a href=\"https:\/\/newsroom.tiktok.com\/en-us\/delivering-on-our-us-data-governance\" target=\"_blank\" rel=\"noopener\">to Oracle\u2019s domestic servers<\/a>. Around the same time, an <a href=\"https:\/\/www.buzzfeednews.com\/article\/emilybakerwhite\/tiktok-tapes-us-user-data-china-bytedance-access\" target=\"_blank\" rel=\"noopener\">explosive story from BuzzFeed<\/a> documented internal TikTok discussions in which Chinese employees admitted to having open access to data on American users \u2014 reporting that ran counter to the company\u2019s reassurances.<\/p>\n<p>Since then, the Biden administration has expressed its own concerns over the hit Chinese app, which has taken the world by storm and dislodged U.S.-based social media incumbents.<\/p>\n<p>On Thursday, Emily Baker-White, who has published a number of illuminating stories about TikTok and national security concerns, reported that the FBI and the Department of Justice are <a href=\"https:\/\/www.forbes.com\/sites\/emilybaker-white\/2023\/03\/16\/fbi-doj-investigating-bytedance-tiktok-surveillance-journalists\/?sh=2e638ac6a6fc\" target=\"_blank\" rel=\"noopener\">both investigating the company<\/a> over concerns that it has <a href=\"https:\/\/www.forbes.com\/sites\/emilybaker-white\/2022\/12\/22\/tiktok-tracks-forbes-journalists-bytedance\/?sh=4116555c7da5\" target=\"_blank\" rel=\"noopener\">surveilled American journalists<\/a>. The U.K. also announced a <a href=\"https:\/\/techcrunch.com\/2023\/03\/16\/the-uk-joins-other-countries-in-banning-tiktok-from-government-devices\/\" target=\"_blank\" rel=\"noopener\">TikTok ban for government devices Thursday<\/a> \u2014 a move the U.S. government previously implemented. In recent months, some <a href=\"https:\/\/techcrunch.com\/2023\/01\/19\/tiktok-college-bans-texas-bytedance\/\" target=\"_blank\" rel=\"noopener\">U.S. based colleges have also followed suit<\/a>, complying with the guidance issued by state-level executive orders restricting the app.<\/p>\n<p>In a recent Senate Intelligence hearing, FBI director <a href=\"https:\/\/www.axios.com\/2023\/03\/08\/china-tiktok-fbi-director-congress\" target=\"_blank\" rel=\"noopener\">Chris Wray voiced his agency\u2019s own worries<\/a> about the app and its ties to an authoritarian state with an increasingly adversarial relationship to the U.S. Wray confirmed his belief that the Chinese government could force TikTok\u2019s U.S. operation to hand it control of the software, affecting many millions of Americans. If that came to pass, Wray argued that there might not be \u201coutward signs\u201d to indicate that the app was compromised at all.<\/p>\n<p>\u201cSomething that\u2019s very sacred in our country \u2014 the difference between the private sector and the public sector \u2014 that\u2019s a line that is nonexistent in the way the CCP operates,\u201d Wray said.<\/p>\n<p>The timing of the Biden administration\u2019s fresh efforts to raise alarm about TikTok probably isn\u2019t random. Next week, TikTok CEO Shou Zi Chew will <a href=\"https:\/\/energycommerce.house.gov\/posts\/tik-tok-ceo-to-testify-at-energy-and-commerce-committee\" target=\"_blank\" rel=\"noopener\">testify before the House Energy and Commerce committee<\/a>, the chief executive\u2019s first time before Congress.
