It\u2019s an agreement for the South Brooklyn Marine Terminal, envisioned as a crucial onshore staging area for some of America\u2019s first commercial-scale offshore wind farms. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">The US gets very little electricity from offshore wind today, even though the resource has the potential to meet up to a <a href=\"https:\/\/www.theverge.com\/2023\/8\/1\/23815450\/us-offshore-wind-potential-berkley-report\" target=\"_blank\" rel=\"noopener\">quarter of the nation\u2019s power needs<\/a> by 2050. The very first set of offshore wind farms are being built off the east coast, a key part of the Biden administration\u2019s efforts to transition the country to clean energy. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Policymakers say good jobs are another pillar of that transition. And they hope this new agreement sets a precedent for that, even as the burgeoning offshore wind industry tries to overcome recent setbacks. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component clear-both block md:float-left md:mr-30 md:w-[320px] lg:-ml-100\">\n<div class=\"duet--article--article-pullquote mb-20\">\n<p class=\"duet--article--dangerously-set-cms-markup relative bg-repeating-lines-dark bg-[length:1px_1.2em] pb-8 font-polysans text-28 font-medium leading-120 tracking-1 selection:bg-franklin-20  dark:bg-repeating-lines-light dark:text-white dark:selection:bg-blurple\">\u201cThis is what should happen throughout New York with future agreements and throughout the country as well \u2014 good paying labor jobs.\u201d<\/p>\n<\/div>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">\u201cI\u2019m so proud of the signing of this agreement because this is what should happen throughout New York with future agreements and throughout the country as well \u2014 good-paying labor jobs,\u201d Senator Chuck Schumer (D-NY) said during a signing ceremony held in New York City yesterday.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">The plan is to make over the South Brooklyn Marine Terminal into a port facility dedicated to offshore wind, where turbine components can be staged and assembled before being brought out to sea. It\u2019ll also connect New York City to Empire Wind 1, one of the nation\u2019s first large-scale wind farms to be built around 15 miles off the coast of Long Island. The terminal will host a substation for Empire Wind 1 and serve as a home base for maintenance work. Empire Wind 1 is expected to be fully operational by the end of 2027, and construction at the South Brooklyn Marine Terminal could start as early as next week.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">\u201cEquinor\u2019s Empire Wind is a critical project for the state of New York, and the redevelopment of the South Brooklyn Marine Terminal is the linchpin for offshore wind\u2019s potential to create jobs and supply chain investments throughout the state and the region,\u201d Christopher Erikson, business manager at Local Union No. 3 of the International Brotherhood of Electrical Workers (Local 3, IBEW), said at the event.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Equinor declined to share the full text of the agreement, but it\u2019s supposed to lead to\u00a01,000 union construction jobs at the South Brooklyn Marine Terminal and several hundred long-term jobs at the site once construction at the port is complete. It includes a requirement to prioritize hiring locally, particularly veterans and residents of public housing and the surrounding neighborhood of Sunset Park, Brooklyn.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">For years, advocates in Sunset Park have <a href=\"https:\/\/www.canarymedia.com\/articles\/just-transition\/power-by-the-people-green-resilient-industrial-district-sunset-park\" target=\"_blank\" rel=\"noopener\">fought to redevelop the waterfront<\/a> into a center for clean energy jobs. Equinor signed the agreement with the Building &amp; Construction Trades Council of Greater New York and Vicinity, an organization encompassing 15 unions representing 100,000 workers. The company also <a href=\"https:\/\/www.businesswire.com\/news\/home\/20240327507801\/en\/Equinor-Establishes-Major-Union-Partnership-for-New-York%E2%80%99s-First-Offshore-Wind-Hub\" target=\"_blank\" rel=\"noopener\">says<\/a> the agreement \u201cpromotes engagement\u201d with minority-owned, women-owned, and service-disabled veteran-owned businesses.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Equinor has recently paused development on an even larger New York project called Empire Wind 2. Together, the Empire Wind 1 and 2 farms were expected to eventually generate enough power for more than a million homes (2 GW). In January, Equinor canceled its agreement with New York state for the planned 1,260MW Empire\u00a0Wind\u00a02 project, <a href=\"https:\/\/www.equinor.com\/news\/20240103-empire-wind-2-offshore-wind-project-announces-reset\" target=\"_blank\" rel=\"noopener\">citing<\/a> \u201cchanged economic circumstances on an industry-wide scale.\u201d Projects across the US have been hit hard by inflation, high interest rates, and supply chain disruptions. Equinor will likely attempt to renegotiate a new agreement at higher rates to take all those factors into account.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">\u201cLocal three and the New York building trades have been reliable allies in getting offshore wind industry off the ground despite a very challenging 2023,\u201d Molly Morris, president of Equinor Renewables Americas, said during the signing ceremony held at Local 3, IBEW\u2019s training center.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">New York has the most robust offshore wind development pipeline in the nation, with <a href=\"https:\/\/climate.cityofnewyork.us\/subtopics\/wind\/#:~:text=Source%3A%20NYSERDA%20Offshore%20Wind%20Projects,totaling%20more%20than%204%2C300%20megawatts.\" target=\"_blank\" rel=\"noopener\">five projects in the works<\/a>.
