Adams\u2019 announcement comes one week after an altercation at a subway station in Brooklyn in which a man was <a href=\"https:\/\/abcnews.go.com\/US\/1-shot-new-york-city-subway-scuffle-man\/story?id=108134540\" target=\"_blank\" rel=\"noopener\">shot with his own gun<\/a> after pulling it on another passenger.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Adams said the city is partnering with <a href=\"https:\/\/www.evolvtechnology.com\/\" target=\"_blank\" rel=\"noopener\">Evolv<\/a>, a Massachusetts-based weapons detection company whose detectors are used in schools and venues across the country. Evolv, however, has faced scrutiny over the accuracy of its machines, as well as two government probes and a class action lawsuit by shareholders.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">The pilot will start in 90 days, in accordance with <a href=\"https:\/\/www.cityandstateny.com\/policy\/2023\/12\/nypd-opposes-more-stringent-reporting-requirements-post-act\/392820\" target=\"_blank\" rel=\"noopener\">the POST Act<\/a>, which requires the New York City Police Department to disclose the surveillance technologies it uses and publish impact and use statements before new technologies are put into place. Adams said the city will also use the 90-day waiting period to vet other vendors. \u201cThis city has a technology mayor,\u201d Adams said. \u201cBring us your technologies. Evolv scanners are <a href=\"https:\/\/www.curbed.com\/2022\/04\/eric-adams-mta-metal-detectors.html\" target=\"_blank\" rel=\"noopener\">already in use<\/a> at Citi Field \u2014 Evolv is the \u201cofficial fan screening provider of the Mets\u201d \u2014 Lincoln Center, and the Metropolitan Museum of Art. Adams <a href=\"https:\/\/www.cbsnews.com\/newyork\/news\/mayor-adams-tests-subway-weapons-detection-technology-at-west-gate-of-city-hall\/\" target=\"_blank\" rel=\"noopener\">temporarily installed an Evolv scanner<\/a> outside the entrance to City Hall in 2022 after a shooter <a href=\"https:\/\/www.nytimes.com\/2023\/10\/05\/nyregion\/nyc-subway-shooting-sentencing.html\" target=\"_blank\" rel=\"noopener\">opened fire on a subway car<\/a> in Brooklyn. That year, the city <a href=\"https:\/\/www.gothamgazette.com\/city\/11162-new-york-city-weapons-scanner-mayor-adams-nyc-schools\" target=\"_blank\" rel=\"noopener\">ran a similar Evolv pilot<\/a> at a hospital in the Bronx after a man was shot inside the ER waiting room there. Dozens of school districts across the country have also installed Evolv scanners in attempts to prevent campus shootings.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component clear-both block w-full md:ml-[-100px] md:w-outdent\">\n<div class=\"duet--article--article-pullquote mb-20\">\n<p class=\"duet--article--dangerously-set-cms-markup relative bg-repeating-lines-dark bg-[length:1px_1.2em] pb-8 font-polysans text-28 font-medium leading-120 tracking-1 selection:bg-franklin-20  dark:bg-repeating-lines-light dark:text-white dark:selection:bg-blurple\">Evolv\u2019s scanners have reportedly flagged umbrellas as guns but failed to detect aluminum and steel tubes that were cut to look like gun barrels<\/p>\n<\/div>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Evolv\u2019s scanners look like metal detectors but are equipped with AI. The company <a href=\"https:\/\/www.evolvtechnology.com\/faqs\" target=\"_blank\" rel=\"noopener\">claims<\/a> the scanners use \u201csafe, ultra-low frequency, electromagnetic fields and advanced sensors to detect concealed weapons.\u201d Evolv CEO Peter George has claimed the scanners can detect virtually any type of weapon. \u201cWe\u2019ve written the signatures for all the threats that are out there: all the guns that exist, all the bombs, all the large tactical knives,\u201d George said in 2021.\u00a0<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But reports suggest the technology doesn\u2019t actually work all that well. Evolv\u2019s scanners have <a href=\"https:\/\/www.thecity.nyc\/2022\/10\/06\/gun-detection-tech-evolv-eric-adams-subways\/\" target=\"_blank\" rel=\"noopener\">reportedly flagged umbrellas as guns<\/a> but <a href=\"https:\/\/ipvm.com\/reports\/evolv-non-ferrous?code=sdks\" target=\"_blank\" rel=\"noopener\">failed to detect<\/a> aluminum and steel tubes that were cut to look like gun barrels. Last year, <a href=\"https:\/\/theintercept.com\/2023\/05\/07\/ai-gun-weapons-detection-schools-evolv\/\" target=\"_blank\" rel=\"noopener\"><em>The Intercept<\/em> reported<\/a> that some school districts were frustrated by Evolv\u2019s machines failing to detect knives in students\u2019 backpacks or mistakenly identifying lunchboxes as bombs.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">In 2022, the surveillance industry research publication <a href=\"https:\/\/ipvm.com\/reports\/ncs4-sponsorships\" target=\"_blank\" rel=\"noopener\">IPVM reported<\/a> that Evolv had paid for testing by the National Center for Spectator Sports Safety and Security, which the company later described as \u201cfully independent.\u201d Evolv also edited the purportedly independent report, removing information about the low rates of detection for certain weapons, according to the IPVM report. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Last October, the Federal Trade Commission <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-10-13\/ftc-probes-evolv-security-over-ai-weapons-screening-claims\" target=\"_blank\" rel=\"noopener\">opened an inquiry into<\/a> whether Evolv\u2019s AI detection system works as advertised, and in February, <a href=\"https:\/\/www.securitysystemsnews.com\/article\/evolv-technology-gives-regulatory-update-following-sec-request\" target=\"_blank\" rel=\"noopener\">Evolv disclosed<\/a> that the Securities and Exchange Commission had also opened a \u201cnon-public, fact-finding inquiry.\u201d In March, investors <a href=\"https:\/\/www.hbsslaw.com\/sites\/default\/files\/case-downloads\/evlv\/2024-03-25-Complaint.pdf\" target=\"_blank\" rel=\"noopener\">filed a class action lawsuit<\/a> alleging that the company had misrepresented the efficacy of its products and \u201cdeceived the general public, customers, and investors.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Evolv nonetheless remains Adams\u2019 preferred vendor. Some of the mayor\u2019s top donors hold sizable investments in Evolv, <a href=\"https:\/\/www.nydailynews.com\/2022\/05\/31\/donors-to-pro-adams-political-action-committee-have-sizable-investments-in-evolv-technologies-a-gun-detection-company-favored-by-city-hall\/\" target=\"_blank\" rel=\"noopener\">the <em>New York Daily News<\/em> reported<\/a> in 2022. \u201cImagine me saying, \u2018No, we\u2019re not going to invest in technology that can identify guns because someone is an investor in that technology,\u2019\u201d Adams said in 2022. \u201cYou know, good technology saves lives. I have an obligation and a responsibility to bring it forward.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">The pilot has already drawn critics. \u201cGun detection systems are flawed and frequently trigger false alarms,\u201d the Legal Aid Society, the city\u2019s largest public defender nonprofit, said in a statement. \u201cContrary to the mayor\u2019s claims, New York City should not serve as a testing ground for surveillance corporations; the public has not consented to be a part of these experiments.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white after:absolute after:ml-8 after:mt-2 after:content-[url(\/icons\/endmark.svg)]\">Adams noted that violent crime on the subway system, gun-related or otherwise, remains relatively rare.
