The 118th Congress, first under Speaker <strong>Kevin McCarthy<\/strong> and now <strong>Mike Johnson,<\/strong> has truly been a do-nothing Congress, responsible for an anemic <a data-offer-url=\"https:\/\/twitter.com\/JNicholsonInDC\/status\/1771610256226787833\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/twitter.com\/JNicholsonInDC\/status\/1771610256226787833&quot;}\" href=\"https:\/\/twitter.com\/JNicholsonInDC\/status\/1771610256226787833\" rel=\"noopener\" target=\"_blank\">47 laws<\/a>; the original \u201cdo-nothing Congress,\u201d which Harry Truman <a href=\"https:\/\/www.usnews.com\/news\/articles\/2013\/12\/01\/do-nothing-congress-was-way-more-productive-than-the-current-one\" target=\"_blank\" rel=\"noopener\">ran against<\/a> in the 1940s, actually passed <a data-offer-url=\"https:\/\/twitter.com\/steve_vladeck\/status\/1771619405379559913\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/twitter.com\/steve_vladeck\/status\/1771619405379559913&quot;}\" href=\"https:\/\/twitter.com\/steve_vladeck\/status\/1771619405379559913\" rel=\"noopener\" target=\"_blank\">906 bills<\/a>. And several of the bills passed by the current GOP majority have simply been meant to keep the government open, with Johnson and company again bringing the country to the brink of a shutdown before Congress <a href=\"https:\/\/www.nytimes.com\/2024\/03\/22\/us\/politics\/congress-spending-bill-government-shutdown.html\" target=\"_blank\" rel=\"noopener\">passed<\/a> a $1.2 trillion spending bill a little after 2 a.m. on Saturday.<\/p>\n<p>Johnson, of course, is in <a href=\"https:\/\/www.vanityfair.com\/news\/mike-johnson-gop-house-shutdown\" target=\"_blank\" rel=\"noopener\">way over his head<\/a>, having vaulted from backbencher to the most senior official in the House after <a data-offer-url=\"https:\/\/abcnews.go.com\/Politics\/9-republicans-now-house-speaker-amid-historic-gridlock\/story?id=104209532\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/abcnews.go.com\/Politics\/9-republicans-now-house-speaker-amid-historic-gridlock\/story?id=104209532&quot;}\" href=\"https:\/\/abcnews.go.com\/Politics\/9-republicans-now-house-speaker-amid-historic-gridlock\/story?id=104209532\" rel=\"noopener\" target=\"_blank\">three Republicans<\/a> with more leadership experience failed to get the votes. What <a href=\"https:\/\/www.politico.com\/news\/2023\/10\/25\/mike-johnson-trump-speaker-00123430\" target=\"_blank\" rel=\"noopener\">pushed<\/a> Johnson over the top was not his talent for legislating nor his dexterity with vote counting, but instead the <a href=\"https:\/\/www.vanityfair.com\/news\/2023\/10\/mike-johnson-house-speaker\" target=\"_blank\" rel=\"noopener\">work he did<\/a> with <strong>Donald Trump<\/strong>\u2019s election-denial scheme. Johnson promoted the fringe \u201cindependent state legislature\u201d theory that even the Trumpified Supreme Court <a href=\"https:\/\/www.huffpost.com\/entry\/mike-johnson-2020-election-trump_n_65454357e4b01b258583b3c0\" target=\"_blank\" rel=\"noopener\">shot down<\/a>. This is the person Republicans chose, unanimously, for the Speaker job, which is a really hard gig, even if <strong>Nancy Pelosi<\/strong> made it look easy.<\/p>\n<p class=\"paywall\">The ascension of Johnson came in the weeks after McCarthy was ousted by the <a href=\"https:\/\/www.politico.com\/news\/2024\/02\/01\/matt-gaetz-donations-00139182\" target=\"_blank\" rel=\"noopener\">\u201cGaetz eight\u201d<\/a> for <a href=\"https:\/\/apnews.com\/article\/president-joe-biden-kevin-mccarthy-debt-limit-aee6d1dd48f53bedadfe1212e231f48f\" target=\"_blank\" rel=\"noopener\">passing a debt-limit deal<\/a> and helping prevent the economy from crashing (though it <a href=\"https:\/\/www.vanityfair.com\/news\/matt-gaetz-told-a-friend-he-shivved-kevin-mccarthy-as-revenge-for-the-house-ethics-probe-report\" target=\"_blank\" rel=\"noopener\">may have also been<\/a> payback from <strong>Matt Gaetz<\/strong> for a congressional ethics investigation). And now Johnson finds himself potentially on the chopping block for keeping the government funded. <strong>Marjorie Taylor Greene,<\/strong> a charter member of the <a href=\"https:\/\/www.vanityfair.com\/news\/2023\/10\/jim-jordan-gop-house\" target=\"_blank\" rel=\"noopener\">burn-it-all-down<\/a> GOP caucus, <a href=\"https:\/\/www.npr.org\/2024\/03\/22\/1240186860\/marjorie-taylor-greene-mike-johnson-motion-to-vacate-house-speaker\" target=\"_blank\" rel=\"noopener\">filed a motion to remove<\/a> Johnson after the spending package passed.<\/p>\n<p class=\"paywall\">\u201cI filed a motion to vacate today, but it\u2019s more of a warning and a pink slip,\u201d Greene <a href=\"https:\/\/www.cnn.com\/2024\/03\/22\/politics\/marjorie-taylor-greene-mike-johnson\/index.html\" target=\"_blank\" rel=\"noopener\">told<\/a> reporters Friday. It was a statement that, in typical MTG fashion, made little sense; something that is a pink slip is very much not a warning but a firing. Greene, a former McCarthy ally who opposed his removal, added that she did \u201cnot wish to inflict pain on our conference and to throw the House into chaos.\u201d<\/p>\n<figure class=\"AssetEmbedWrapper-eVDQiB byBkf asset-embed\">\n<div class=\"AssetEmbedAssetContainer-eJxoAx dBHGoQ asset-embed__asset-container\"><span class=\"SpanWrapper-umhxW kGxnNB responsive-asset AssetEmbedResponsiveAsset-cXBNxi eCxVQK asset-embed__responsive-asset\"><picture class=\"ResponsiveImagePicture-cWuUZO dUOtEa AssetEmbedResponsiveAsset-cXBNxi eCxVQK asset-embed__responsive-asset responsive-image\"><noscript><\/noscript><\/picture><\/span><\/div>\n<p><span class=\"BaseWrap-sc-gjQpdd BaseText-ewhhUZ CaptionCredit-ejegDm iUEiRd bCPQcu fNaHcW caption__credit\">Chip Somodevilla\/Getty Images.<\/span><\/p>\n<\/figure>\n<p class=\"paywall\">Good luck! Greene\u2019s motion to vacate was a topic of conversation on the Sunday shows, with CNN\u2019s <strong>Jake Tapper<\/strong> asking <strong>Chip Roy<\/strong> if he\u2019d support it. Roy \u201csuggested that Johnson should not put a bill that would approve funding for Ukraine on the House floor when answering the question,\u201d <em>The Hill<\/em> <a href=\"https:\/\/thehill.com\/homenews\/house\/4552483-chip-roy-dodges-question-on-whether-he-would-back-motion-to-vacate-johnson\/\" target=\"_blank\" rel=\"noopener\">noted<\/a>.<\/p>\n<p class=\"paywall\">Congress is on vacation for two weeks, so maybe Greene will forget about it. But the mood was grim as members of the House and Senate left Washington, with Punchbowl summing it up in Monday\u2019s newsletter headline: \u201cEveryone\u2019s mad at each other.\u201d As <strong>John Bresnahan<\/strong> <a data-offer-url=\"https:\/\/punchbowl.news\/archive\/32524-punchbowl-news-am\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/punchbowl.news\/archive\/32524-punchbowl-news-am\/&quot;}\" href=\"https:\/\/punchbowl.news\/archive\/32524-punchbowl-news-am\/\" rel=\"noopener\" target=\"_blank\">wrote<\/a>, \u201cThe 118th Congress is the least productive in decades. And everyone left town mad as they do the bare minimum legislatively with the November election looming.\u201d<\/p>\n<p class=\"has-dropcap paywall\">The bad news about Johnson is that he\u2019s a Trumpist\u2014ergo, he doesn\u2019t really believe in democratic norms and <a href=\"https:\/\/www.vanityfair.com\/news\/2023\/10\/everything-to-know-about-mike-johnson\" target=\"_blank\" rel=\"noopener\">cares more<\/a> <a href=\"https:\/\/www.vanityfair.com\/news\/2023\/11\/mike-johnson-abortion-american-holocaust\" target=\"_blank\" rel=\"noopener\">about his religion<\/a> than your rights. But the good news about Johnson is that he\u2019s truly terrible at being Speaker and his majority keeps shrinking. This is yet another case of American democracy being saved by Trumpists\u2019 incompetence rather than institutional guardrails.<\/p>\n<p class=\"paywall\">House Republicans, who held a five-seat majority <a href=\"https:\/\/www.cbsnews.com\/news\/kevin-mccarthy-motion-to-vacate-mike-johnson-face-the-nation\/\" target=\"_blank\" rel=\"noopener\">six months ago<\/a>, will soon only have <a href=\"https:\/\/www.businessinsider.com\/republican-majority-house-shrinking-2024-3\" target=\"_blank\" rel=\"noopener\">one vote to spare<\/a>. <strong>Mike Gallagher<\/strong> recently <a href=\"https:\/\/www.nytimes.com\/2024\/03\/22\/us\/politics\/house-republican-majority-mike-gallagher.html\" target=\"_blank\" rel=\"noopener\">announced<\/a> he\u2019ll be leaving early, an exit that will follow those of McCarthy, <strong>George Santos<\/strong> (though not by choice), and <strong>Ken Buck,<\/strong> who voiced his disgust on the way out.<\/p>\n<p class=\"paywall\">\u201cIt is the worst year of the nine years and three months that I\u2019ve been in Congress, and having talked to former members, it\u2019s the worst year in 40, 50 years to be in Congress,\u201d <a href=\"https:\/\/www.vanityfair.com\/news\/ken-buck-says-the-republican-party-has-become-a-joke-and-hes-getting-the-f-k-out\" target=\"_blank\" rel=\"noopener\">said<\/a> Buck, who criticized his own party, which has been trying to impeach <strong>Joe Biden<\/strong> despite not having any evidence of wrongdoing. \u201cWe\u2019ve taken impeachment, and we\u2019ve made it a social media issue as opposed to a constitutional concept\u2014this place keeps going downhill, and I don\u2019t need to spend more time here.\u201d<\/p>\n<p class=\"paywall\">House committee chairs <strong>Cathy McMorris Rodgers<\/strong> and <strong>Mark Green<\/strong> <a href=\"https:\/\/apnews.com\/article\/congress-retirements-republican-chairs-1fa6864ba5ea80eb8dad88ddcc59cac8\" target=\"_blank\" rel=\"noopener\">announced<\/a> last month that they will not seek reelection, while <strong>Kay Granger,<\/strong> who also won\u2019t be running for reelection, <a href=\"https:\/\/www.politico.com\/live-updates\/2024\/03\/22\/congress\/granger-leaving-approps-chair-early-00148605\" target=\"_blank\" rel=\"noopener\">plans to give up early<\/a> her perch as House Appropriations Committee chair. Members of Congress with powerful committee assignments tend not to leave those posts. McCarthy, for all his faults, was able to keep his caucus together. Not so with Johnson.<\/p>\n<p class=\"paywall\">Johnson has committed a breathtaking number of unforced errors along the way. He <a href=\"https:\/\/apnews.com\/article\/santos-expel-house-speaker-johnson-ethics-committee-b84a4f00b92825c671b6a91061442865\" target=\"_blank\" rel=\"noopener\">decided not to<\/a> whip the vote against removing fraudster and inadvertent comic genius George Santos, and though all of the House GOP leadership voted against removing him, Santos ultimately didn\u2019t have the numbers to stay. This made leadership look incompetent. Perhaps this was a case in which good old-fashioned math would have been more helpful than prayers?
