Subscribe for free.<\/em><\/p>\n<p>Welcome back to TechCrunch Mobility \u2013 your central hub for news and insights on the future of transportation.<\/p>\n<p>This week was a busy one with <strong>Rivian<\/strong> officially announcing the reveal date for its next-gen EV, a<strong> Waymo<\/strong> robotaxi striking a bicyclist (oh and one of its robotaxis was vandalized and burned late Saturday night!), <strong>Arrival<\/strong> trying to sell off its UK assets, plus a few scoops on e-motorcycle startup <strong>Cake<\/strong>, <strong>Ford<\/strong> and <strong>Fisker<\/strong>. There\u2019s a lot of ground to cover, so come along for a ride.<\/p>\n<p>Oh, but first, a bit of late-breaking news over the weekend.<\/p>\n<p><strong>Joby Aviation<\/strong>, a company developing all-electric aircraft for commercial passenger service, announced Sunday an agreement with <strong>Dubai<\/strong> regulators to launch air taxi services there by early 2026. Joby, a startup that went public in 2021 via a merger with a special purpose acquisition company, said it\u2019s\u00a0targeting initial operations as early as 2025.<\/p>\n<p>It\u2019s worth noting that under the deal, Joby has exclusive air taxi rights in Dubai for six years and some financial \u201cmechanisms\u201d; Joby didn\u2019t provide further details. Joby has also signed an agreement with Skyports, a company that will design, build and operate four initial vertiport sites across Dubai.<\/p>\n<p><em>Let\u2019s go!<\/em><\/p>\n<h2>A little bird<\/h2>\n<p><a href=\"https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/10\/blinky-cat-bird-green.gif\" target=\"_blank\" rel=\"noopener\"><\/a><\/p>\n<p>We\u2019ve had many little birds talking to us about <strong>Fisker<\/strong>, the EV startup that went public in 2020 via a merger with a special purpose acquisition company. Those conversations combined with a review of internal documents, a number of lawsuits and an investigation by federal regulators came together in a <a href=\"https:\/\/techcrunch.com\/2024\/02\/09\/fisker-ocean-braking-power-loss-problems-investigation\/\" target=\"_blank\" rel=\"noopener\">riveting and troubling story<\/a> by <strong>Sean O\u2019Kane<\/strong>.<\/p>\n<p>What did O\u2019Kane find? Fisker Ocean SUV customers have reported more than 100 separate loss-of-power incidents as well as a myriad of other problems, including sudden loss of braking power, problematic key fobs causing them to get locked inside or outside of the vehicle, seat sensors that don\u2019t detect the driver\u2019s presence and the SUV\u2019s front hood suddenly flying up at high speeds.<\/p>\n<p>Customers also complained about the service department. And a whole new crop of startups \u2014 like startup <strong>River<\/strong> \u2014 are popping up on the scene thanks to demand for zero-emission vehicles.<\/p>\n<p>River recently <a href=\"https:\/\/techcrunch.com\/2024\/02\/05\/river-funding-yamaha-motor-investment\/\" target=\"_blank\" rel=\"noopener\">raised $40 million<\/a> in a Series B funding round led by Japan\u2019s <strong>Yamaha Motor<\/strong>. Existing investors Al-Futtaim Automotive, Lowercarbon Capital, Toyota Ventures, Trucks VC and Maniv Mobility also participated.<\/p>\n<p>The startup is facing a competitive market as many companies are vying for a piece of the EV pie. River is betting that it will win over Indian customers with Indie, a utility lifestyle-focused product that has been described as an \u201cSUV\u201d two-wheeler.<\/p>\n<p><strong>Other deals that got my attention \u2026<\/strong><\/p>\n<p><strong>Elroy Air<\/strong>, a South San Francisco-based startup developing autonomous cargo drones,\u00a0 raised $48.9 million, according to a <a href=\"https:\/\/www.sec.gov\/Archives\/edgar\/data\/1808548\/000180854824000001\/xslFormDX01\/primary_doc.xml\" target=\"_blank\" rel=\"noopener\">regulatory filing<\/a>.<\/p>\n<p><strong>Guided Energy<\/strong>, a French startup that\u00a0<a href=\"https:\/\/techcrunch.com\/2024\/02\/06\/guided-energy-helps-ev-fleet-managers-optimize-battery-charging\/\" target=\"_blank\" rel=\"noopener\">raised $5.2 million<\/a> from Sequoia Capital and Dynamo Ventures at the end of 2023, is building a software tool that will help EV fleet operators with charge management and dispatch.<\/p>\n<p><strong>Oto<\/strong>, an Indian startup that built a financing software platform for two-wheeled EVs, <a href=\"https:\/\/www.financialexpress.com\/business\/express-mobility-oto-raises-10-million-led-by-gmo-venture-partners-and-existing-investors-3385613\/\" target=\"_blank\" rel=\"noopener\">raised $10 million<\/a> in a round led by GMO Venture Partners.<\/p>\n<p><strong>Starship Technologies<\/strong>, a delivery robotics startup out of Estonia, <a href=\"https:\/\/techcrunch.com\/2024\/02\/05\/starship-technologies-raises-90m-as-its-sidewalk-robots-pass-6m-deliveries\/\" target=\"_blank\" rel=\"noopener\">raised $90 million<\/a> in funding round co-led by two previous backers: Plural and Iconical. It brings the total raised by Starship to $230 million, with previous backers including the Finnish-Japanese firm NordicNinja, the European Investment Bank, Morpheus Ventures and TDC.<\/p>\n<h2>Notable reads and other tidbits<\/h2>\n<h3><a href=\"https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-1926823 size-full\" src=\"https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png\" alt=\"\" width=\"1024\" height=\"257\" srcset=\"https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png 1024w, https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png?resize=150,38 150w, https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png?resize=300,75 300w, https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png?resize=768,193 768w, https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png?resize=680,171 680w, https:\/\/techcrunch.com\/wp-content\/uploads\/2019\/12\/the-station-ride-hailing1.png?resize=50,13 50w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><\/a><\/h3>\n<h3>Autonomous vehicles<\/h3>\n<p>An administrative law judge with the <strong>California Public Utilities Commission <\/strong>held a <a href=\"https:\/\/docs.cpuc.ca.gov\/PublishedDocs\/Efile\/G000\/M524\/K233\/524233975.PDF\" target=\"_blank\" rel=\"noopener\">settlement<\/a> hearing regarding the October 2 incident that left a pedestrian, who had initially been hit by a human-driven car, stuck under and then dragged by a <strong>Cruise<\/strong> robotaxi.<\/p>\n<p>The hearing rehashed much of what Quinn Emmanuel \u2013 the law firm GM hired to investigate the October 2 incident \u2014 revealed in an independent report. But it\u2019s worth noting that throughout the exchange, Cruise struck an extremely conciliatory tone. <strong>Craig Glidden<\/strong>, GM\u2019s EVP of legal and policy who was appointed in December chief administrative officer at Cruise, was particularly ingratiating.<\/p>\n<p>At one point, he seemed to agree with paying a higher fine, which under statute would be $112,000. Here\u2019s what he said.<\/p>\n<blockquote>\n<p>\u201cIt was regrettable. It was a mistake and Cruise is attempting to make right with the mistake. I\u2019m not here to quibble about whether it\u2019s $75,000 or $112,000. We want to get the matter settled because we want to move forward and we want to advance the mission of bringing driverless cars that are safer to the public and also greater accessibility to the public to the market. So we\u2019re more than happy to be compromised in any ways that the court would see fit or the commission would see fit to get this matter behind us.\u201d<\/p>\n<\/blockquote>\n<p><strong>Waymo<\/strong> has the attention of regulators in California after one of its robotaxis struck a bicyclist in San Francisco. The cyclist suffered minor injuries. Waymo said its robotaxi was stopped at a four-way intersection as a large truck was driving in the opposite direction. The car then moved into the intersection and collided with the cyclist who was behind the truck.<\/p>\n<p>TechCrunch spoke to the<strong> Department of Motor Vehicles<\/strong> and the <strong>California Public Utilities Commission<\/strong> \u2014 the two agencies that control permits that allow companies like Waymo to test, deploy and commercially charge for driverless rides. The CPUC said it was \u201cgathering information from Waymo\u201d and the DMV told me the agency \u201cis reviewing the incident.\u201d We\u2019ll see if this turns into anything more.<\/p>\n<p><strong>One more Waymo item<\/strong>. At around 9 p.m. Saturday evening, a crowd surrounded an empty Waymo robotaxi, began rocking it, smashing windows and ultimately lit it on fire courtesy of fireworks. FriscoLive415 <a href=\"https:\/\/x.com\/friscolive415\/status\/1756546638947275217?s=20\" target=\"_blank\" rel=\"noopener\">shared the video<\/a> on X. Pretty insane footage. A Waymo spokesperson told TechCrunch the vehicle was not transporting any riders and no injuries have been reported. The company is \u201cworking closely with local safety officials to respond to the situation.\u201d<\/p>\n<h3>Electric vehicles, charging &amp; batteries<\/h3>\n<p><strong>Arrival<\/strong> announced that its U.K. division is <a href=\"https:\/\/techcrunch.com\/2024\/02\/05\/arrival-uk-administration-sale-assets\/\" target=\"_blank\" rel=\"noopener\">entering administration<\/a>, the country\u2019s version of bankruptcy.<\/p>\n<p>Electric motorcycle company <strong>Cake<\/strong> <a href=\"https:\/\/techcrunch.com\/2024\/02\/06\/cake-ceo-interview-bankruptcy-harley-davidson\/\" target=\"_blank\" rel=\"noopener\">held talks with Harley-Davidson<\/a> and other automakers in 2023 as it fought to stay alive, founder and CEO Stefan Ytterborn told TechCrunch.<\/p>\n<p><strong>Cowboy<\/strong> is rolling out an <a href=\"https:\/\/techcrunch.com\/2024\/02\/08\/cowboy-owners-in-europe-can-now-book-on-demand-e-bike-repairs-and-tune-ups\/\" target=\"_blank\" rel=\"noopener\">on-demand service program<\/a> for basic maintenance, customization and repairs, delivered at the e-bike owner\u2019s home.<\/p>\n<p><strong>Ford<\/strong> has been quietly working on a low-cost EV. The company <a href=\"https:\/\/techcrunch.com\/2024\/02\/06\/ex-tesla-exec-leading-ford-skunkworks-project-to-develop-low-cost-ev\/\" target=\"_blank\" rel=\"noopener\">created a skunkworks project<\/a> two years ago that\u2019s based in Irvine, California and led by ex-Tesla and Ford Advanced EV development boss <strong>Alan Clarke<\/strong>. Notably, the team includes engineers from Auto Motive Power (AMP), the EV power startup that the automaker acquired in November 2023. AMP founder Anil Paryani, who coincidentally overlapped with Clarke for about five years at Tesla, is also part of the skunkworks project.<\/p>\n<p><strong>Rivian<\/strong> will reveal its <a href=\"https:\/\/techcrunch.com\/2024\/02\/05\/rivian-r2-launch-march-7\/\" target=\"_blank\" rel=\"noopener\">smaller, cheaper R2 SUV<\/a> on March 7. Stay tuned!<\/p>\n<p><strong>Toyota<\/strong> will spend an additional $1.3 billion to prepare its Kentucky factory for production of a new <a href=\"https:\/\/techcrunch.com\/2024\/02\/06\/toyota-adds-1-3b-to-us-factory-to-produce-three-row-all-electric-suv\/\" target=\"_blank\" rel=\"noopener\">three-row all-electric SUV<\/a> designed for U.S. consumers<\/p>\n<h3>Gig economy<\/h3>\n<p><strong>Uber<\/strong> hit a major milestone that a few years ago I wasn\u2019t sure would ever be met. The ride-hailing and delivery app reported a <a href=\"https:\/\/investor.uber.com\/news-events\/news\/press-release-details\/2024\/Uber-Announces-Results-for-Fourth-Quarter-and-Full-Year-2023\/default.aspx\" target=\"_blank\" rel=\"noopener\">full-year profit<\/a> (driven by operating income) as a public company. And it seems that profit momentum is expected to continue into the first quarter. Uber has hit an annual profit before, but it was largely due to its investments. In 2023, the company\u2019s profits also came from its operations.<\/p>\n<p>Reminder that <strong>Lyft<\/strong> will post its fourth-quarter and full-year earnings after markets close February 13.<\/p>\n<h3>People<\/h3>\n<p id=\"speakable-summary\"><strong>Getaround<\/strong>, a company that helps vehicle owners rent out their cars, trucks and SUVs to other peers, is <a href=\"https:\/\/techcrunch.com\/2024\/02\/08\/car-sharing-company-getaround-cuts-one-third-of-u-s-workforce\/\" target=\"_blank\" rel=\"noopener\">cutting 30%<\/a> of its North American workforce as part of a restructuring. Editor <strong>Taylor Hatmaker<\/strong> writes this about her \u201czombie\u201d <strong>Van Moof<\/strong>.<\/p>\n<p>My VanMoof e-bike isn\u2019t dead, but it\u2019s not quite alive either. I bought an <strong>X3<\/strong> from VanMoof after I reviewed the bike for TechCrunch back in 2021 and came away wildly impressed. The bike was excellent; but it was also a personal revelation, empowering me \u2014a lazy fair-weather cyclist \u2014 to bike around my city (Portland, OR) when I might otherwise use a car.<\/p>\n<p>When I bought my VanMoof, on sale at the time, I knew it was a risk. I spent the money, knowing that in the worst-case scenario my bike could turn into a $2,000 brick. That scenario arrived last year when <a href=\"https:\/\/techcrunch.com\/2023\/07\/18\/vanmoof-goes-vanpoof-bankruptcy\/\" target=\"_blank\" rel=\"noopener\">VanMoof declared bankruptcy<\/a>.<\/p>\n<p>Lavoie bought the company\u2019s remains late last summer, providing a glimmer of hope that the notoriously fickle bikes full of bespoke components will still be serviceable in the future. In the meantime, VanMoof owners like myself scrambled to download apps like Bikey, made by <strong>Cowboy<\/strong>, to salvage the digital keys linking us to our bikes.<\/p>\n<p>I still have a lot of affection for my 30-pound possible-future-paperweight, which I nervously power on and connect my phone to a few times a week.
