Anthropic said it believes the letter is related to a bypass of the model\u2019s guardrails, but isn\u2019t sure because the letter doesn\u2019t provide specific details. The letter has not been made public. <\/p>\n<p class=\"wp-block-paragraph\">In response, Anthropic <a rel=\"nofollow noopener\" href=\"https:\/\/www.anthropic.com\/news\/fable-mythos-access\" target=\"_blank\">shut down<\/a> both of its top models to all customers to ensure that it complied with the directive. The result was that the U.S. government successfully forced a tech company to pull its models offline with a swift and unilateral action that didn\u2019t appear to require court approval.<\/p>\n<p class=\"wp-block-paragraph\">Friday\u2019s intervention by the Trump administration shows that the AI industry is not immune to government interference. It\u2019s also a warning to the wider tech industry: comply, or we can shut you and your products down.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Citing sources, <a rel=\"nofollow noopener\" href=\"https:\/\/www.axios.com\/2026\/06\/15\/anthropic-white-house-fable-mythos\" target=\"_blank\">Axios<\/a> described a tense situation over the weekend between the two major players, saying that the \u201cpersonality differences\u201d between Anthropic and the Trump administration led to the export directive, rather than a technical issue with the AI products.<\/p>\n<p class=\"wp-block-paragraph\">New details about the issue that emerged over the weekend now cast further doubt on the government\u2019s already shaky reasoning.<\/p>\n<p class=\"wp-block-paragraph\">Katie Moussouris, a cybersecurity veteran and researcher who founded Luta Security, said <a rel=\"nofollow noopener\" href=\"https:\/\/www.lutasecurity.com\/post\/the-fable-5-export-controls-harm-us-cyber-defense\" target=\"_blank\">in a blog post<\/a> that Anthropic recently shared with her a private copy of a paper written by security researchers describing an alleged guardrail bypass in Fable 5. (The Wall Street Journal reports that the paper\u2019s authors <a rel=\"nofollow noopener\" href=\"https:\/\/www.wsj.com\/tech\/ai\/anthropic-halts-access-to-top-ai-models-after-u-s-ban-on-foreign-use-a4bca2cc?st=sAwkD3\" target=\"_blank\">are security researchers at Amazon<\/a>.) Moussouris said that Anthropic reached out to ask for her take on the paper. <\/p>\n<p class=\"wp-block-paragraph\">Moussouris\u2019 blog post described how the researchers triggered the guardrail bypass, but said that the bypass itself \u201cshould never have triggered an export control.\u201d The difference is largely between asking an AI model to \u201creview code for security issues\u201d versus asking it to \u201cfix this code.\u201d The end result is largely the same, even if the questions are posed slightly differently.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe behavior described in the paper cannot meaningfully be fixed, and any attempt would only weaken the model for defense,\u201d said Moussouris, who criticized the export control directive as hasty, heavy-handed, and misguided.<\/p>\n<p class=\"wp-block-paragraph\">Moussouris and dozens of other top security researchers and experts have since called on the Trump administration to <a href=\"https:\/\/techcrunch.com\/2026\/06\/15\/cybersecurity-vets-protest-dangerous-us-government-ban-on-anthropics-most-powerful-models\/\" target=\"_blank\" rel=\"noopener\">revoke the export control order<\/a>, calling the move to pull advanced cybersecurity capabilities from network defenders in the U.S. as \u201cdangerous.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Past administrations have made sweeping decisions on knowledge gaps. For instance, language used by the U.S. government during the 2010s to fix export law covering cybersecurity tools that could also be used for cyberattacks was so broad that inadvertently, it <a rel=\"nofollow noopener\" href=\"https:\/\/www.wired.com\/2015\/07\/moussouris-wassenaar-open-comment-period\/\" target=\"_blank\">nearly outlawed<\/a> legitimate security and vulnerability research.<\/p>\n<p class=\"wp-block-paragraph\">However, the Trump administration\u2019s directive appears retaliatory.<\/p>\n<p class=\"wp-block-paragraph\">Justin Hendrix, the <a rel=\"nofollow noopener\" href=\"https:\/\/www.techpolicy.press\/anthropics-mythos-recall-and-the-white-houses-missing-ai-safety-playbook\/\" target=\"_blank\">editor of Tech Policy Press<\/a>, said the Trump administration\u2019s move is \u201clikely to raise alarms in foreign capitals about the reliability of American AI for critical applications.\u201d The message is that AI companies in the United States can\u2019t be trusted to operate without interference from the U.S. government.<\/p>\n<p class=\"wp-block-paragraph\">The Trump administration hasn\u2019t confirmed why it invoked its export control directive. Did the officials misread the report and freak out? Did Amazon CEO Andy Jassy <a href=\"https:\/\/techcrunch.com\/2026\/06\/13\/amazon-ceo-reportedly-raised-anthropic-model-concerns-before-government-crackdown\/\" target=\"_blank\" rel=\"noopener\">say something to senior government officials<\/a> that prompted the reaction, out of caution or spite? Was something lost in translation, or was this a way to pressure Anthropic, with whom the administration already <a href=\"https:\/\/techcrunch.com\/2026\/03\/05\/its-official-the-pentagon-has-labeled-anthropic-a-supply-chain-risk\/\" target=\"_blank\" rel=\"noopener\">has a fractious relationship<\/a>?
