After Decarlos Brown Jr.<\/strong> was arrested for allegedly stabbing Ukrainian refugee Iryna Zarutska to death on a light rail train in Charlotte, North Carolina, his sister, Tracey Brown<\/strong>, has spoken out to explain his troubled mindset.<\/p>\n Tracey said Decarlos, 34, had been diagnosed with schizophrenia and suffered hallucinations and paranoia, according to a CNN<\/em><\/a> report published on Tuesday, September 9.
