But why? | TechCrunch"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p id=\"speakable-summary\" class=\"wp-block-paragraph\">Privacy-focused <a href=\"https:\/\/techcrunch.com\/2024\/03\/04\/why-signal-turned-our-architecture-inside-out-for-its-latest-privacy-feature\/\" target=\"_blank\" rel=\"noopener\">messaging app Signal<\/a> has been flying high in the Dutch app stores this past month, sitting many days as the most downloaded free app on iOS and Android for <em>all<\/em> categories, per data from multiple app-tracking platforms <a rel=\"nofollow noopener\" href=\"https:\/\/app.sensortower.com\/top-charts?category=0&amp;country=NL&amp;date=2025-02-28&amp;device=iphone&amp;os=ios\" target=\"_blank\">such as Sensor Tower<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The app has experienced surges in popularity through the years, often in response to <a rel=\"nofollow noopener\" href=\"https:\/\/www.cnbc.com\/2021\/01\/12\/signal-telegram-downloads-surge-after-update-to-whatsapp-data-policy.html\" target=\"_blank\">policy changes at rivals like WhatsApp<\/a> or <a rel=\"nofollow noopener\" href=\"https:\/\/venturebeat.com\/security\/trump-win-drives-more-people-to-online-privacy-tools-including-vpn-and-encrypted-messaging\/\" target=\"_blank\">geopolitical events<\/a>. That\u2019s because Signal has made a name for itself as a more privacy-friendly option \u2014 it\u2019s operated by a not-for-profit foundation (albeit one based in the U.S.) rather than a private business known for monetizing data. Moreover, Signal tracks minimal metadata.<\/p>\n<p class=\"wp-block-paragraph\">In 2025, with a new U.S. president empowered by Big Tech\u2019s warm embrace, it\u2019s not unusual that digital privacy tools are having a moment \u2014 particularly in Europe, which has <a href=\"https:\/\/techcrunch.com\/2025\/01\/23\/trumps-not-happy-with-how-eu-regulators-have-treated-us-tech-giants\/\" target=\"_blank\" rel=\"noopener\">attracted President Trump\u2019s ire<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">But what\u2019s eye-catching this time around is Signal\u2019s prominence in one very specific locale \u2014 the Netherlands.<\/p>\n<figure class=\"wp-block-image aligncenter size-large is-resized\"><figcaption class=\"wp-element-caption\"><span class=\"wp-element-caption__text\">Signal data from Sensor Tower<\/span><span class=\"wp-block-image__credits\"><strong>Image Credits:<\/strong>Sensor Tower \/ screenshot<\/span><\/figcaption><\/figure>\n<p class=\"wp-block-paragraph\">In an <a rel=\"nofollow noopener\" href=\"https:\/\/www.telegraaf.nl\/financieel\/627316215\/signal-wil-het-radicaal-anders-doen-dan-whatsapp-je-kunt-me-neerschieten-maar-we-hebben-geen-data-om-te-geven\" target=\"_blank\">interview with<\/a> Dutch newspaper De Telegraaf last week, Signal president <a rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/in\/meredith-whittaker-760a40252\/\" target=\"_blank\">Meredith Whittaker<\/a> noted that the number of \u201cnew registrations\u201d in the Netherlands were higher this year by a factor of 25, though it\u2019s not clear what the exact comparative period of time is for this data.<\/p>\n<p class=\"wp-block-paragraph\">When asked why the Netherlands has seen such growth, Whittaker pointed to a combination of factors: \u201cGrowing awareness of privacy, distrust of big tech, and the political reality in which people realize how vulnerable digital communication can be,\u201d Whittaker said.<\/p>\n<p class=\"wp-block-paragraph\">Data provided to TechCrunch from app intelligence firm <a rel=\"nofollow noopener\" href=\"https:\/\/appfigures.com\/\" target=\"_blank\">AppFigures<\/a> charts Signal\u2019s rise in the Netherlands. Per its data, it said that Signal was the 365th ranked non-game iPhone app on January 1 in the Netherlands and it wasn\u2019t showing up at all in the top overall apps list. Then, starting around January 5, it began to climb the charts in the Netherlands, and by February 2 it hit top spot overall.<\/p>\n<p class=\"wp-block-paragraph\">Signal has dipped in and out of the lead in the intervening weeks, spending around half of February at the summit \u2014 including each day since February 22. Digging down into the data, AppFigures estimates that the total number of downloads across Apple and Google\u2019s app stores amounted to around 22,000 in December (2024). This increased to 99,000 in January, and then 233,000 through February \u2014 a 958% rise since December. <\/p>\n<p class=\"wp-block-paragraph\">While it\u2019s possible that some of this growth could be attributed to Signal having a lower saturation of downloads compared to other markets, the app\u2019s sustained position at the top of the charts relative to similar-sized neighboring markets is notable. <\/p>\n<p class=\"wp-block-paragraph\">\u201cNo other markets come close to the Netherlands in terms of growth between December and February,\u201d AppFigures told TechCrunch.<\/p>\n<p class=\"wp-block-paragraph\">For comparison, the closest are Belgium, which has seen downloads grow by more than 250% since December; Sweden growing by 153%; and Denmark growing by 95%.<\/p>\n<p class=\"wp-block-paragraph\">So why might Signal be experiencing what one Redditor called a \u201c<a rel=\"nofollow noopener\" href=\"https:\/\/www.reddit.com\/r\/signal\/comments\/1ix4r4l\/signal_seems_to_have_a_mass_adoption_moment_in\/?rdt=55948\" target=\"_blank\">mass adoption moment<\/a>\u201d in the Netherlands, specifically?<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-clear-signal\">Clear signal<\/h2>\n<p class=\"wp-block-paragraph\"><a rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/in\/rejo-zenger\/\" target=\"_blank\">Rejo Zenger<\/a>, senior policy advisor at Dutch digital rights foundation <a rel=\"nofollow noopener\" href=\"https:\/\/www.bitsoffreedom.nl\/english\/\" target=\"_blank\">Bits of Freedom<\/a>, said that while it\u2019s difficult to pinpoint one specific reason, he said he\u2019s not surprised.<\/p>\n<p class=\"wp-block-paragraph\">Recent developments in the U.S. have seen <a rel=\"nofollow noopener\" href=\"https:\/\/www.newyorker.com\/news\/fault-lines\/the-big-tech-takeover-of-american-politics\" target=\"_blank\">the big platform providers fall in line<\/a> behind the new Trump regime, and this has stoked significant public and media debate. Europe\u2019s reliance on technology belonging to huge private U.S. companies has been highlighted in that debate.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe Dutch are, just like many others, highly dependent on the infrastructure provided by extremely dominant tech companies, mostly from the U.S.,\u201d Zenger told TechCrunch. \u201cWhat this means, and the risks that come from this, have been nicely demonstrated in the past few weeks. As a result, the public debate in the Netherlands has been relatively sharp. Where in the past this problem was only discussed on the level of \u2018<em>which instant messenger should I use<\/em>,\u2019 I feel now we are having the debate on higher levels as well: \u2018<em>we should get rid of this dependency<\/em>.\u2019\u201d<\/p>\n<p class=\"wp-block-paragraph\">In that context, the public could be conflating dominance with data protection abuse. With companies like Meta regularly being <a href=\"https:\/\/techcrunch.com\/2024\/01\/10\/meta-pay-or-okay-noyb-complaint-2\/\" target=\"_blank\" rel=\"noreferrer noopener\">investigated<\/a> and <a href=\"https:\/\/techcrunch.com\/2022\/11\/28\/facebook-gdpr-penalty\/\" target=\"_blank\" rel=\"noreferrer noopener\">fined<\/a> over data privacy practices, Signal might appear the lesser evil: it\u2019s based in the U.S., but operated by a non-profit that promises to encrypt not only message content, <a href=\"https:\/\/techcrunch.com\/2024\/03\/04\/signals-meredith-whittaker-scorns-anti-encryption-efforts-as-parochial-magical-thinking\/\" target=\"_blank\" rel=\"noopener\">but the metadata around it<\/a>. <\/p>\n<p class=\"wp-block-paragraph\"><a rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/in\/vincentbohre\/\" target=\"_blank\">Vincent B\u00f6hre<\/a>, director at Dutch privacy organization <a rel=\"nofollow noopener\" href=\"https:\/\/privacyfirst.nl\/en\/\" target=\"_blank\">Privacy First<\/a>, also pointed to a media-driven increase in awareness and a broader shift in public opinion.<\/p>\n<p class=\"wp-block-paragraph\">\u201cEver since Trump was re-elected in the U.S. a few months ago, there has been a lot of \u2018bashing\u2019 of Trump and [Elon] Musk in Dutch \u2014 and European \u2014 mainstream media, including bashing of American Big Tech companies, which now seem to be supportive of Trump,\u201d B\u00f6hre told TechCrunch. \u201cArticles criticizing X [formerly Twitter] and Meta have been popping up in Dutch media everywhere, leading to a shift in Dutch public opinion: even people who never really knew or cared about privacy and security in social media, have now suddenly become interested in \u2018privacy-friendly\u2019 alternatives, Signal in particular.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-signal-of-intent\">Signal of intent<\/h2>\n<figure class=\"wp-block-image aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"2480\" height=\"1585\" the Netherlands is just one market of 18 million people in a European population of more than 700 million, a surge in that market alone could be seen as a bellwether for sentiment across the continent, at a time when governments are seeking to bring down privacy barriers.<\/p>\n<p class=\"wp-block-paragraph\">Apple, for example, recently <a href=\"https:\/\/techcrunch.com\/2025\/02\/21\/apple-pulls-icloud-end-to-end-encryption-feature-for-uk-users-after-government-demanded-backdoor\/\" target=\"_blank\" rel=\"noopener\">pulled end-to-end encryption<\/a> from iCloud in the U.K. to counter government efforts to install a backdoor. <\/p>\n<p class=\"wp-block-paragraph\">Speaking at <a rel=\"nofollow noopener\" href=\"https:\/\/events.humanitix.com\/rightscon\" target=\"_blank\">RightsCon 25<\/a> in Taiwan this week, Whittaker reaffirmed a position she has stated many times <a href=\"https:\/\/techcrunch.com\/2023\/09\/21\/meredith-whittaker-reaffirms-that-signal-would-leave-u-k-if-forced-by-privacy-bill\/\" target=\"_blank\" rel=\"noopener\">in the past<\/a>: Signal won\u2019t compromise on privacy.<\/p>\n<p class=\"wp-block-paragraph\">\u201cSignal\u2019s position on this is very clear \u2013- we will not walk-back, adulterate, or otherwise perturb the robust privacy and security guarantees that people depend on,\u201d <a rel=\"nofollow noopener\" href=\"https:\/\/www.techradar.com\/computing\/cyber-security\/we-will-not-walk-back-signal-would-rather-leave-the-uk-and-sweden-than-remove-encryption-protections\" target=\"_blank\">Whittaker said<\/a>. \u201cWhether that perturbation or backdoor is called client-side scanning, or the stripping of the encryption protections from one or another features similar to what Apple was pushed into doing in the U.K.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Separately, in an <a rel=\"nofollow noopener\" href=\"https:\/\/www.svt.se\/nyheter\/inrikes\/signal-lamnar-sverige-om-regeringens-forslag-pa-datalagring-klubbas\" target=\"_blank\">interview with<\/a> Swedish public broadcaster SVT, Whittaker said that it wouldn\u2019t acquiesce to a proposed new Swedish law requiring messaging app-makers to store messages.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn practice, this means asking us to break the encryption that is the foundation of our entire business,\u201d Whittaker said. \u201cAsking us to store data would undermine our entire architecture and we would never do that.
