But California is the epicenter of the AI industry, home to companies like OpenAI and Google. On the national stage, Harris has acted as an AI czar within the Biden administration, leading discussions with industry players and civil society leaders about how to regulate it. She praised both Schumer and the Biden administration for \u201ccreating spaces for communities to have [a] voice.\u201d Both have brought in labor and civil society leaders in addition to major AI industry executives to educate and engage on regulation in the space.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Butler insists lawmakers don\u2019t need to make \u201cfalse choices\u201d between the interests of AI company executives and the people who make up the workforce. \u201cListening is fundamental, balancing everyone\u2019s interest, but the goal has to be to do the most good for the most people. And to me, that is where a policymaker will always tend to land.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">California state Senator Scott Wiener made similar statements about his hotly contested state-level bill, SB 1047. The bill, which would have required whistleblower protections and safeguards for potentially disastrous events at large AI companies, made it all the way to Gov. Gavin Newsom\u2019s desk <a href=\"https:\/\/www.theverge.com\/2024\/9\/29\/24232172\/california-ai-safety-bill-1047-vetoed-gavin-newsom\" target=\"_blank\" rel=\"noopener\">before being vetoed<\/a>, with companies like <a href=\"https:\/\/www.theverge.com\/2024\/8\/21\/24225648\/openai-letter-california-ai-safety-bill-sb-1047\" target=\"_blank\" rel=\"noopener\">OpenAI warning it would slow innovation<\/a>. <a href=\"https:\/\/sd11.senate.ca.gov\/news\/senator-wieners-groundbreaking-artificial-intelligence-bill-advances-assembly-floor-amendments\" target=\"_blank\" rel=\"noopener\">In August<\/a>, Wiener argued that \u201cwe can advance both innovation and safety; the two are not mutually exclusive.\u201d So far, however, lawmakers are struggling to find a balance between the two.<\/p>\n<\/div>\n<p><h3 class=\"duet--article--dangerously-set-cms-markup duet--article--standard-heading mb-20 mt-40 font-polysans text-26 font-medium leading-110 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple md:text-30 [&amp;&gt;a:hover]:shadow-highlight-franklin dark:[&amp;&gt;a:hover]:shadow-highlight-franklin [&amp;&gt;a]:shadow-underline-black dark:[&amp;&gt;a]:shadow-underline-white\">More work to do<\/h3>\n<\/p>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Butler praises the steps both Schumer and the Biden-Harris administration have taken so far to create appropriate guardrails around AI but says \u201cthere\u2019s always more to do.\u201d Schumer laid out a <a href=\"https:\/\/www.theverge.com\/2024\/5\/15\/24157188\/ai-regulation-senate-plan-roadmap\" target=\"_blank\" rel=\"noopener\">roadmap earlier this year about how to shape AI policy<\/a> (though it didn\u2019t specifically introduce actual legislation), and the White House has <a href=\"https:\/\/www.theverge.com\/2023\/9\/12\/23870092\/nvidia-ibm-adobe-white-house-ai-agreement-nonbinding\" target=\"_blank\" rel=\"noopener\">secured voluntary commitments from AI companies<\/a> to develop the technology safely.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">One of Butler\u2019s recent contributions is the <a href=\"https:\/\/www.butler.senate.gov\/press-releases\/butler-hirono-introduce-bill-to-prepare-workers-and-next-generation-for-technology-driven-workforce\/\" target=\"_blank\" rel=\"noopener\">Workforce of the Future Act<\/a>, which she introduced with Sen. Mazie Hirono (D-HI). The bill would direct the Department of Labor, National Science Foundation, and Department of Education to study the impact of AI across job sectors, and it would create a $250 million grant program to prepare workers for the skills they\u2019ll need in the future, especially in industries likely to see job displacement. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">\u201cHopefully, by both readying the work workforce of today but also preparing the workforce of tomorrow, we\u2019ll be able to catch the full opportunity that is the deployment of artificial intelligence,\u201d Butler says.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Butler sees this as a moment in US history where policymakers could \u201cget ahead of what we know is going to be eventual disruption and try to create a pipeline of opportunities that can again help to both stabilize our economies by creating equitable opportunity.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But Butler is realistic about the dynamics of Congress and the upcoming election in just over a month. \u201cYou and I both know that this 118th Congress is rapidly coming to a close, with a lot of business in front of it right now,\u201d she says. And Butler believes legislators still need to have important conversations with people representing different sides of the issue<strong> <\/strong>before advancing comprehensive AI legislation.
