While it\u2019s sometimes portrayed as an \u201cencrypted chat app,\u201d it\u2019s mostly popular as a semi-public communication service like Discord, particularly in countries like Russia, Ukraine, Iran, and India.\u00a0\u00a0<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">It\u2019s a massive platform that is used by millions of innocent people every day, but it\u2019s also <a href=\"https:\/\/www.vox.com\/recode\/22238755\/telegram-messaging-social-media-extremists\" target=\"_blank\" rel=\"noopener\">gained a reputation<\/a> for being a safe haven for all sorts of criminals, from scammers to terrorists.\u00a0<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Pavel Durov has <a href=\"https:\/\/go.skimresources.com\/?id=1025X1701640&amp;xs=1&amp;url=https%3A%2F%2Fwww.youtube.com%2Fwatch%3Fv%3DAHYDNIuYWww\" target=\"_blank\" rel=\"noopener\">crafted a brash pro-privacy persona in public<\/a>. A \u201cbackdoor\u201d targeting one guilty party compromises everyone\u2019s privacy. In apps like Signal or iMessage, which use end-to-end encryption, nobody but the sender and recipient can read a message\u2019s contents. But as <a href=\"https:\/\/blog.cryptographyengineering.com\/2024\/08\/25\/telegram-is-not-really-an-encrypted-messaging-app\/\" target=\"_blank\" rel=\"noopener\">experts have pointed out<\/a>, Telegram doesn\u2019t implement this in any meaningful sense. The platform has blocked extremist channels after reports from the media and revealed users\u2019 IP addresses in response to government requests, and <a href=\"https:\/\/x.com\/telegram\/status\/1373179987780640769\" target=\"_blank\">an official Telegram channel<\/a> called \u201cStop Child Abuse\u201d claims that the platform blocks more than 1,000 channels engaged in child abuse every day in response to user reports.\u00a0<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But there have been numerous reports of <a href=\"https:\/\/www.vice.com\/en\/article\/telegram-is-leaving-a-terrorist-bomb-making-channel-online\/\" target=\"_blank\" rel=\"noopener\">lax moderation<\/a><strong> <\/strong>on Telegram, with its general approach being frequently described as \u201c<a href=\"https:\/\/restofworld.org\/2021\/terror-on-telegram\/\" target=\"_blank\" rel=\"noopener\">hands off<\/a>\u201d compared to competitors like Facebook (which still struggles to effectively moderate its own massive platform). Even when Telegram does take action, reporters previously discovered that the service <a href=\"https:\/\/www.wired.com\/story\/telegram-hamas-channels-deplatform\/\" target=\"_blank\" rel=\"noopener\">may only hide the offending channels<\/a> rather than block them.\u00a0<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">All of this puts Telegram in a unique position. It\u2019s not taking a significantly active role in preventing use of its platforms by criminals, the way most big public social networks do. Durov is also being investigated for refusing to comply with requests to enable \u201cinterceptions\u201d from law enforcement and for importing and providing an encryption tool without declaring it. (While encrypted messaging is legal in France, anyone <a href=\"https:\/\/developer.apple.com\/help\/app-store-connect\/reference\/export-compliance-documentation-for-encryption\/\" target=\"_blank\" rel=\"noopener\">importing the tech<\/a> <a href=\"https:\/\/www.at-ica.com\/encryption-in-france\/\" target=\"_blank\" rel=\"noopener\">has to register with the government<\/a>.) He\u2019s also accused of \u201ccriminal association with a view to committing a crime\u201d punishable by more than fine years in prison. By contrast, the charges around declaring encryption tech for import seem like minor offenses. Failing to remove child abuse material or terrorist content \u201ccould make a platform liable in most legal systems, including ours,\u201d she wrote.
