When it comes to fees, many look for cards that eliminate <a href=\"https:\/\/thepointsguy.com\/credit-cards\/no-foreign-transaction-fees\/\" rel=\"noopener\" target=\"_blank\">foreign transaction fees<\/a>, crunch the numbers to ensure the hefty annual fee is worth it and read the fine print to avoid ridiculous <a href=\"https:\/\/thepointsguy.com\/guide\/avoid-resort-fees\/\" rel=\"noopener\" target=\"_blank\">resort fees<\/a> on hotel stays. However, one type of fee is unavoidable and often overlooked \u2014 merchant or &#8220;swipe&#8221; fees.<\/p>\n<p>Stores that accept credit cards probably think about merchant fees a lot. And they&#8217;ve been in the spotlight lately, with something known as the <a href=\"https:\/\/thepointsguy.com\/news\/credit-card-competition-act\/\" rel=\"noopener\" target=\"_blank\">Credit Card Competition Act<\/a> threatening the world of credit card rewards we enjoy today.<\/p>\n<p>Here&#8217;s why you, the everyday credit card user, should know and care about merchant fees.<\/p>\n<p><a id=\"overview-of-merchant-fees\" class=\"jsx-2362441780 anchor\"\/><\/p>\n<h2 class=\"jsx-2362441780\">Overview of merchant fees<\/h2>\n<p>According to the <a href=\"https:\/\/nrf.com\/advocacy\/policy-issues\/swipe-fees\" rel=\"noopener\" target=\"_blank\">National Retail Federation<\/a>, merchant or swipe fees average around 2% of the transaction cost; however, that amount can jump as high as 4% for <a href=\"https:\/\/thepointsguy.com\/credit-cards\/battle-of-the-premium-travel-rewards-cards\/\" rel=\"noopener noreferrer\" target=\"_blank\">premium rewards credit cards<\/a>. After all, it&#8217;s hard to accurately forecast your revenue if some credit cards carry higher fees than others. Some merchants may feel their only options are to add credit card surcharges (some may frame them as cash discounts) or increase prices across the board, even for cash-paying customers.<\/p>\n<p>Many states used to have laws to restrict surcharges, but <a href=\"https:\/\/thepointsguy.com\/news\/restaurants-may-soon-charge-you-more-for-paying-with-a-credit-card\/\" rel=\"noopener\" target=\"_blank\">court cases<\/a> have challenged those laws. We&#8217;re currently <a href=\"https:\/\/www.paystand.com\/blog\/passing-credit-card-fees-to-customers-a-state-by-state-guide\" rel=\"noopener\" target=\"_blank\">down to two states<\/a> where laws prevent businesses from adding surcharges to transactions: Connecticut and Massachusetts. Many other states have specific rules or limit the amount merchants can charge for these surcharges.<\/p>\n<p>One corporation took it beyond credit card surcharges and instituted an outright ban on certain cards. In 2018, Kroger-owned Foods Co supermarkets stopped accepting Visa-branded credit cards, claiming excessive transaction fees. Kroger expanded the ban to the larger Smith&#8217;s chain in April 2019.<\/p>\n<p>But by October 2019, Kroger had reversed its ban and began accepting Visa credit cards again. Other merchants may have noted Kroger&#8217;s reversal and decided it wasn&#8217;t a viable strategy.<\/p>\n<p>Of course, there are many benefits to accepting credit cards, regardless of the fees imposed on those transactions. It&#8217;s a catalyst for <a href=\"https:\/\/thepointsguy.com\/guide\/shopping-portal-aggregator\/\" rel=\"noopener\" target=\"_blank\">online shopping<\/a>, and some studies have shown that swiping cards can play an important role in increased purchase amounts.<\/p>\n<p><a id=\"legislation-drafted-to-reduce-fees\" class=\"jsx-2362441780 anchor\"\/><\/p>\n<h2 class=\"jsx-2362441780\">Legislation drafted to reduce fees<\/h2>\n<p>The topic of swipe fees has taken on new significance due to the aforementioned Credit Card Competition Act of 2022, which has been introduced to Congress multiple times and is currently stalled. The legislation aims to inject more competition into the industry and lower swipe fees while decreasing costs for merchants and customers.<\/p>\n<p>In its current form, the legislation benefits consumers and businesses the most. But while credit card issuers and banks would certainly stand to lose, the result could lead to reduced credit card rewards.<\/p>\n<p>Facing a loss of revenue from lower swipe fees, credit card issuers and banks could look to boost profits by increasing credit card annual fees or, in the worst-case scenario, eliminating credit card rewards. A trade group representing many U.S. airlines has come together and launched the <a href=\"https:\/\/www.airlines.org\/protect-our-points\/\" rel=\"noopener\" target=\"_blank\">Protect Your Points<\/a> campaign to highlight the negative effects of the competition bill.<\/p>\n<p>We at TPG are strongly against this bill and legislation, as it can directly affect your ability to earn and redeem <a href=\"https:\/\/thepointsguy.com\/guide\/monthly-valuations\/\" rel=\"noopener\" target=\"_blank\">valuable points and miles<\/a>.<\/p>\n<p><a id=\"bottom-line\" class=\"jsx-2362441780 anchor\"\/><\/p>\n<h2 class=\"jsx-2362441780\">Bottom line<\/h2>\n<p>All merchants incur fees whenever a credit card is swiped to pay for a purchase, though the exact amount can vary based on several factors.
