The video Musk shared on Friday alters a recent campaign video Harris released, one that makes it sound like the presidential candidate said things she didn\u2019t. The manipulated clip has Harris saying things like she is \u201cthe ultimate diversity hire\u201d and that she \u201chad four years under the tutelage of the ultimate deep state puppet, a wonderful mentor, Joe Biden.\u201d The original account that had posted the video labeled it, \u201cKamala Harris Campaign Ad PARODY,\u201d a disclaimer that might prevent it from violating X\u2019s policies. But this context did not appear in Musk\u2019s repost. Instead, Musk\u2019s post simply showed the video, adding his own commentary: \u201cThis is amazing,\u201d with a laughing emoji.<\/p>\n<\/div>\n
This has left platforms like X responsible for coming up with their own rules around misinformation. Under X\u2019s policies<\/a>, \u201csynthetic, manipulated, or out-of-context media that may deceive or confuse people and lead to harm\u201d is not allowed on the platform. X says it first evaluates if the content has been \u201csignificantly and deceptively altered, manipulated, or fabricated,\u201d which it says includes \u201coverdubbed audio\u201d that\u2019s been added or edited \u201cthat fundamentally changes the understanding, meaning, or context of the media.\u201d Next, it considers the context, like whether it\u2019s being presented as reality. And last, it determines if the content could lead to \u201cwidespread confusion on public issues, impact public safety, or cause serious harm.\u201d X says that satire doesn\u2019t violate the policy as long as it doesn\u2019t \u201ccause significant confusion about the authenticity of the media.\u201d Even a lenient reading of these policies would suggest that Musk\u2019s post violated these rules.<\/p>\n<\/div>\n Musk\u2019s post is already getting pushback from the left. Sen. Amy Klobuchar (D-MN) wrote on Threads<\/a> that if Musk\u2019s post remains without context, X and Musk \u201cwill not only be violating X\u2019s own rules, they\u2019ll be unleashing an entire election season of fake AI voice and image-altered content with no limits, regardless of party.\u201d Klobuchar has introduced legislation to require disclaimers<\/a> on political ads substantially altered or generated with AI.<\/p>\n<\/div>\n California Governor Gavin Newsom (D) also called out Musk\u2019s post, writing on X<\/a> that \u201cManipulating a voice in an \u2018ad\u2019 like this one should be illegal,\u201d adding that he\u2019d be \u201csigning a bill in a matter of weeks to make sure it is.\u201d <\/p>\n<\/div>\n Musk responded to that post with a link to the original post of the digitally altered video that includes the parody label: \u201cI checked with renowned world authority, Professor Suggon Deeznutz, and he said parody is legal in America.\u201d<\/p>\n<\/div>\n
