With global military expenditure reaching <a rel=\"nofollow noopener\" href=\"https:\/\/www.sipri.org\/media\/press-release\/2024\/global-military-spending-surges-amid-war-rising-tensions-and-insecurity\" target=\"_blank\">$2.4 trillion<\/a> last year, startups are hoping to get a share of the pie, and formerly reluctant investors are <a href=\"https:\/\/techcrunch.com\/2023\/09\/30\/vc-defense-tech\/\" target=\"_blank\" rel=\"noopener\">keen to help them do so<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">The U.S. budget is by far the largest, with contracts <a rel=\"nofollow noopener\" href=\"https:\/\/qz.com\/the-pentagon-is-spending-billions-on-big-tech-and-silic-1851423069\" target=\"_blank\">worth $53 billion<\/a> to major tech firms between 2019 and 2022. But the rise of defense tech as an investment trend is very much global.<\/p>\n<p class=\"wp-block-paragraph\">German-based AI startup <a href=\"https:\/\/techcrunch.com\/tag\/helsing-ai\/\" target=\"_blank\" rel=\"noopener\">Helsing<\/a> is a strong example of the <a rel=\"nofollow noopener\" href=\"https:\/\/www.ft.com\/content\/e09f813b-e568-4afe-8e07-940a707595ca\" target=\"_blank\">unprecedented amounts of capital<\/a> available to tech companies with military potential.<\/p>\n<p class=\"wp-block-paragraph\">Investor appetite is particularly strong for tech solutions with dual-use potential, meaning that they can be used for both civilian and military applications. The idea that defense tech can benefit society more broadly is also reflected in the rising concept of \u201cresilience tech.\u201d<\/p>\n<p class=\"wp-block-paragraph\">More than the worn-out term of \u201cdefense,\u201d the word \u201cresilience\u201d reflects the idea that innovation can make democratic societies less vulnerable to attacks and help them recover faster.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">For instance, Helsing co-CEO Gundbert Scherf <a rel=\"nofollow noopener\" href=\"https:\/\/helsing.ai\/newsroom\/helsing-raises-euro209m-series-b-to-bolster-defence-ai-capabilities-for-democracies\" target=\"_blank\">said<\/a> that he and his co-founders created the company \u201cbecause we believe that AI will be essential so that democracies can continue to defend their values.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The fact that Helsing\u2019s mission resonated with mainstream investors <a href=\"https:\/\/techcrunch.com\/2021\/11\/09\/daniel-eks-fund-puts-e100m-into-defence-startup-helsing-ai-to-support-democracies\/\" target=\"_blank\" rel=\"noopener\">such as Spotify founder Daniel Ek<\/a> reflects a mindset change in society as a whole, but also in venture capital itself.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">While typically prevented from investing into weapons by their so-called vice clause, funds large and small are now willing to fund international startups in the broader resilience tech space, with the blessing of major limited partners such as <a rel=\"nofollow noopener\" href=\"https:\/\/www.eif.org\/what_we_do\/equity\/news\/2024\/european-commission-and-eif-join-forces-to-boost-investment-in-defence-innovation-through-the-defence-equity-facility.htm\" target=\"_blank\">the European Investment Fund<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">From the EU to Ukraine to Israel, here are some venture capital firms taking a bet on resilience tech outside of the U.S.\u00a0<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-nato-innovation-fund\">NATO Innovation Fund<\/h2>\n<p class=\"wp-block-paragraph\"><a rel=\"nofollow noopener\" href=\"https:\/\/www.nif.fund\/\" target=\"_blank\">NATO Innovation Fund<\/a> is currently one of the most frequently mentioned players in resilience tech conversations. A $1 billion fund rarely goes unnoticed, and even more so when it is dedicated to a sector where venture capital has been scarce. However, it maintained a low profile since its official launch <a href=\"https:\/\/techcrunch.com\/2023\/08\/01\/nato-announces-1b-fund-to-back-startups-supporting-safety-freedom-and-human-empowerment\/\" target=\"_blank\" rel=\"noopener\">in August 2023<\/a>, even declining interview requests.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Not anymore: One year in, NIF <a rel=\"nofollow noopener\" href=\"https:\/\/www.linkedin.com\/feed\/update\/urn:li:activity:7209270381520584704\/\" target=\"_blank\">disclosed the first investments it made<\/a> into a wide range of verticals \u2014 AI, space tech, manufacturing, transportation, and robotics; but always with an eye on \u201cadvancing defense, security and resilience.\u201d<\/p>\n<p class=\"wp-block-paragraph\">NIF\u2019s direct investments can only go to startups from the <a rel=\"nofollow noopener\" href=\"https:\/\/www.nif.fund\/news\/sweden-joins-nato-innovation-fund-to-invest-in-defence-security-and-resilience-startups\/\" target=\"_blank\">24 countries<\/a> that are its LPs. This includes <a href=\"https:\/\/techcrunch.com\/2024\/06\/02\/icelands-startup-scene-is-all-about-making-the-most-of-the-countrys-resources\/\" target=\"_blank\" rel=\"noopener\">Iceland<\/a>, but not France, for instance, which could help bring fresh funding to locations that have traditionally received less capital, but are even keener than larger countries on resilience tech.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">However, NIF\u2019s scope is made a bit more flexible by the fact that it is also a fund of funds. The VC firms it has backed so far include <a rel=\"nofollow noopener\" href=\"https:\/\/alpinespace.vc\/\" target=\"_blank\">Alpine Space Ventures<\/a>, <a rel=\"nofollow noopener\" href=\"https:\/\/www.join.capital\/\" target=\"_blank\">Join Capital<\/a>, <a href=\"https:\/\/techcrunch.com\/tag\/otb-ventures\/\" target=\"_blank\" rel=\"noopener\">OTB Ventures<\/a>, and <a rel=\"nofollow noopener\" href=\"https:\/\/vsquared.vc\/\" target=\"_blank\">Vsquared Ventures<\/a>.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-otb-ventures\">OTB Ventures<\/h2>\n<p class=\"wp-block-paragraph\">Founded in 2017, above-mentioned <a rel=\"nofollow noopener\" href=\"https:\/\/otb.vc\/\" target=\"_blank\">OTB Ventures<\/a> existed long before NIF, but its focus on deep tech is taking on a new flavor. With support from NIF, but also the European Investment Fund (EIF), the Amsterdam-based firm with Polish roots has already started deploying its <a href=\"https:\/\/techcrunch.com\/2024\/03\/20\/otb-ventures-deep-tech\/\" target=\"_blank\" rel=\"noopener\">$185 million early-growth fund<\/a> into what it calls \u201creal tech.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-techcrunch wp-block-embed-techcrunch\"\/>\n<p class=\"wp-block-paragraph\">OTB\u2019s take on \u201creal tech\u201d translates into a focus on space tech, enterprise automation and AI, cybersecurity and fintech infrastructure; all of which can easily fall under resilience tech, too.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Its co-founder and managing partner Marcin Hejka also understands dual-use technology as a reality for many startups. \u201cIt\u2019s absolutely natural that the defense sector is applying more and more technologies with civilian roots,\u201d he told TechCrunch in March.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-md-one-ventures\">MD One Ventures<\/h2>\n<p class=\"wp-block-paragraph\">Dual use is the focus of <a rel=\"nofollow noopener\" href=\"https:\/\/www.md-one.com\/\" target=\"_blank\">MD One Ventures<\/a>, a VC firm based in the U.K. and investing in early stage companies. Founded in 2021, it describes itself as \u201cdedicated to supporting applied deep tech innovation for the U.K., Europe and Allies.\u201d<\/p>\n<p class=\"wp-block-paragraph\">This leaves the door open to a wide range of applications. \u201cWe are agnostic across a range of subsectors and technology types, and have invested in both software- and hardware-based companies, with [national security], enterprise and defense backgrounds,\u201d MD One\u2019s site explains.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Its portfolio includes startups such as Labrys Technologies, a <a href=\"https:\/\/techcrunch.com\/2023\/12\/22\/labrys\/\" target=\"_blank\" rel=\"noopener\">Slack-meets-location-meets-payments for military and humanitarian scenarios<\/a>, and <a href=\"https:\/\/techcrunch.com\/2023\/07\/26\/materials-nexus-2-million-seed\/\" target=\"_blank\" rel=\"noopener\">Materials Nexus<\/a>, which uses AI to discover new materials.<\/p>\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-techcrunch wp-block-embed-techcrunch\"\/>\n<h2 class=\"wp-block-heading\" id=\"h-israel-resilience-fund\">Israel Resilience Fund<\/h2>\n<p class=\"wp-block-paragraph\">Launched in late 2023 in the aftermath of the Hamas attacks, the<a rel=\"nofollow noopener\" href=\"https:\/\/invest.ourcrowd.com\/israel-resilience-fund-v1\/\" target=\"_blank\"> Israel Resilience Fund<\/a> is aiming to raise $50 million to invest into startups impacted by the war or developing solutions relevant to Israel\u2019s immediate needs.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">It is one of the funds of Israeli investment platform <a href=\"https:\/\/techcrunch.com\/tag\/ourcrowd\/\" target=\"_blank\" rel=\"noopener\">OurCrowd<\/a>, which as of March had <a rel=\"nofollow noopener\" href=\"https:\/\/www.ourcrowd.com\/startup-news\/ourcrowd-resilience-fund-helps-unlock-100-million-boost-for-israels-startups\" target=\"_blank\">secured $17 million in commitments<\/a> for this special fund, for which it waived all management fees and carried interest, and with a focus on catalyzing co-investments from public and private sources.<\/p>\n<p class=\"wp-block-paragraph\">From <a href=\"https:\/\/techcrunch.com\/2023\/12\/20\/ourcrowd-makes-the-first-8-investments-from-its-israel-resilience-fund\/\" target=\"_blank\" rel=\"noopener\">8 disclosed investments<\/a> last December, the Israel Resilience Fund\u2019s portfolio has now grown to 35 teams, representing some 1,000 jobs in a country where <a rel=\"nofollow noopener\" href=\"https:\/\/innovationisrael.org.il\/en\/report\/how-many-israelis-really-work-in-high-tech\/\" target=\"_blank\">14% of employees work in tech<\/a>. Arguably thanks to initiatives like these, the sector has shown resilience, with Israeli startups raising <a rel=\"nofollow noopener\" href=\"https:\/\/www.reuters.com\/business\/israeli-startups-raised-31-billion-since-war-began-oct-7-2024-04-01\/\" target=\"_blank\">more than $3.1 billion<\/a> since the war began.\u00a0<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-d3-nbsp\">D3\u00a0<\/h2>\n<p class=\"wp-block-paragraph\"><a rel=\"nofollow noopener\" href=\"https:\/\/d3.vc\/\" target=\"_blank\">D3<\/a> is an early-stage fund whose name stands for its call to \u201cDare to Defend Democracy.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe launched our fund in the summer of 2023 with a primary goal to invest in founders who leverage technology for helping Ukraine defend itself and define the future of the West\u2019s national security,\u201d its site explains.<\/p>\n<p class=\"wp-block-paragraph\">With a usual investment of $125k for an equity stake of 7%, it is also open to making follow-on investments of up to $750k in later rounds led by other investors. Its current portfolio covers verticals such as drones, sensors, unmanned aerial vehicles (UAVs), often with an element of AI.<\/p>\n<p class=\"wp-block-paragraph\">D3 was also one of the promoters of a recent <a href=\"https:\/\/techcrunch.com\/2024\/04\/28\/londons-first-defense-tech-hackathon-brings-ukraine-war-closer-to-the-citys-startups\/\" target=\"_blank\" rel=\"noopener\">defense tech hackathon in London<\/a>.
