But disagreements on the bill with Republican House leadership seemed to play a role, according to recent reporting and the top Democrats on the committee. Some Republican House members have recently expressed concerns with the bill, <a href=\"https:\/\/www.politico.com\/live-updates\/2024\/06\/20\/congress\/gop-drama-on-privacy-bill-00164320\" target=\"_blank\" rel=\"noopener\"><em>Politico<\/em> reported last week<\/a>, adding that House Majority Leader Steve Scalise\u2019s (R-LA) top aide said an earlier version of APRA wouldn\u2019t get a floor vote in its current form, even if it passed out of the committee.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">If the markup had happened as planned, the bill\u2019s future already looked more uncertain than it did a few months ago. The most recent version of APRA released last week was met with resounding pushback from groups ranging from civil rights organizations to industry players.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">In a statement after the scheduling change was announced, E&amp;C Chair Cathy McMorris Rodgers (R-WA) posted a statement on X that did not directly address the cancellation. \u201cFor every parent, for individual liberty, and for the future of this country, we will continue our pursuit to give Americans privacy rights online,\u201d Rodgers said. <a href=\"https:\/\/x.com\/emrwilkins\/status\/1806348756155068928\" target=\"_blank\">Speaking with reporters <\/a><a href=\"https:\/\/www.politico.com\/live-updates\/2024\/06\/27\/congress\/privacy-bill-mark-up-pulled-00165300\" target=\"_blank\" rel=\"noopener\">on Capitol Hill<\/a><a href=\"https:\/\/x.com\/emrwilkins\/status\/1806348756155068928\" target=\"_blank\">,<\/a> she said, \u201cThis is not how the House is supposed to operate. It\u2019s not how this place is supposed to work.\u201d <a href=\"https:\/\/x.com\/emrwilkins\/status\/1806348756155068928\" target=\"_blank\">She added<\/a> that the committee had the votes for the bill at the beginning of the week, but \u201cthere was a lot of input by leadership, specifically a couple of offices, that we just need to give it some time.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But Ranking Member Frank Pallone (D-NJ) placed the blame squarely on Republican leadership for getting in the way of the markup. \u201cIt\u2019s outrageous that Republican Leadership would interfere with the Committee\u2019s bipartisan regular order process,\u201d Pallone <a href=\"https:\/\/democrats-energycommerce.house.gov\/media\/press-releases\/pallone-american-privacy-rights-act\" target=\"_blank\" rel=\"noopener\">said in a statement<\/a>.\u00a0\u201cI commend Chair Rodgers for her dedication to giving Americans back control of their data.\u201d He said he remains committed to working with Rodgers on privacy and added that \u201cwe\u2019re not giving up. Jan Schakowsky (D-IL), who co-sponsored APRA alongside Pallone, Rodgers, and Gus Bilirakis (R-FL), said in a statement that she was \u201cfurious that Republican Leadership did the bidding of Big Tech and special interests\u201d by derailing the markup. \u201cThe American Privacy Rights Act provides foundational data privacy rights for consumers. It is unacceptable to make American families wait any longer.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Scalise <a href=\"https:\/\/thehill.com\/homenews\/house\/4742987-data-privacy-bill-markup-cancelled-after-house-leadership-opposition\/\" target=\"_blank\" rel=\"noopener\">told The Hill<\/a> on Wednesday that there had been \u201ca lot of concerns expressed about different parts of the bill,\u201d including around private rights of actions that would let individuals pursue lawsuits over alleged privacy violations. In a statement on X Thursday, House Speaker Mike Johnson (R-LA) wrote, \u201cIt is time for Americans to have greater control over their privacy online, especially for the safety of our children. I am committed to working to build consensus in the House on a data privacy bill.\u201d <a href=\"https:\/\/x.com\/emrwilkins\/status\/1806343017692799025\" target=\"_blank\">According to CNBC<\/a>, Johnson recently told Rodgers and other Republican members he wants a privacy bill but that APRA came with too many concerns. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">The cancellation puts a damper on <a href=\"https:\/\/www.theverge.com\/2024\/4\/17\/24133323\/american-privacy-rights-act-house-lawmakers-legislative-hearing\" target=\"_blank\" rel=\"noopener\">hopes for national privacy rights<\/a>, which just a few months ago received a surprising revival when Rodgers and Senate Commerce Committee Chair Maria Cantwell (D-WA) <a href=\"https:\/\/www.theverge.com\/2024\/4\/8\/24124143\/lawmakers-unveil-bipartisan-comprehensive-digital-american-privacy-rights-act-bill\" target=\"_blank\" rel=\"noopener\">unveiled the APRA draft<\/a>. The pair had quietly worked on the legislation after an earlier compromise bill, the <a href=\"https:\/\/www.theverge.com\/2022\/6\/14\/23167705\/data-privacy-legislation-bill-compromise-energy-commerce-cantwell-pallone\" target=\"_blank\" rel=\"noopener\">American Data Privacy and Protection Act<\/a> (ADPPA) stalled without Cantwell\u2019s support. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">While APRA received a mostly welcome reception from its initial debut, a recently revised version of the bill unleashed a wave of blowback from groups with a range of political interests. Earlier this week, <a href=\"https:\/\/civilrights.org\/2024\/06\/25\/civil-society-urge-markup-delay-privacy-bill-restoration-civil-rights-protections\/\" target=\"_blank\" rel=\"noopener\">more than 50 civil society groups<\/a> sent a letter to committee leaders, urging them to postpone the markup to <a href=\"https:\/\/www.theverge.com\/2024\/6\/24\/24184967\/civil-rights-groups-dont-like-the-latest-version-of-the-american-privacy-rights-act\" target=\"_blank\" rel=\"noopener\">restore civil rights and algorithm auditing provisions<\/a> to the latest version. \u201cIf the civil rights provisions are not restored, the bill should not advance,\u201d wrote the groups, which included the Leadership Conference on Civil and Human Rights, the Lawyers\u2019 Committee for Civil Rights Under Law, and the American Civil Liberties Union.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Tech industry groups also opposed the latest version of the bill.
