China dominates global bike manufacturing, with\u00a0imports accounting for 97 percent of bikes purchased in the US, <a href=\"https:\/\/prosperousamerica.org\/wp-content\/uploads\/2021\/11\/The-Global-Bicycle-Market-A-Comprehensive-Plan-to-Re-Shore-the-U.S.-Bike-E-Bike-Industry-1.pdf\" target=\"_blank\" rel=\"noopener\">according to one report<\/a>. Indeed, China has captured some 86.3 percent of the US bike market. And now tariffs threaten that market. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Congressman Earl Blumenauer sees an opportunity. The 75-year-old Democrat from bike-friendly Portland, Oregon, is introducing a new bill that aims to re-shore domestic bike manufacturing by stealing it back from China while also helping protect electric bikes from high tariffs that could put them out of reach for many Americans. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component clear-both block md:float-left md:mr-30 md:w-[320px] lg:-ml-100\">\n<div class=\"duet--article--article-pullquote mb-20\">\n<p class=\"duet--article--dangerously-set-cms-markup relative bg-repeating-lines-dark bg-[length:1px_1.2em] pb-8 font-polysans text-28 font-medium leading-120 tracking-1 selection:bg-franklin-20  dark:bg-repeating-lines-light dark:text-white dark:selection:bg-blurple\">China dominates global bike manufacturing<\/p>\n<\/div>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">His bill includes three different proposals: <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<ul class=\"duet--article--unordered-list my-20 list-disc pl-18 marker:text-blurple\/100 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-franklin [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">\n<li class=\"duet--article--dangerously-set-cms-markup mb-16 pl-12 font-fkroman text-18 leading-160 -tracking-1\">A 10-year suspension of tariffs on imports of bike components, like frames, wheel rims, hubs, brakes, saddles, and electric motors, to incentivize domestic bike assembly;<\/li>\n<li class=\"duet--article--dangerously-set-cms-markup mb-16 pl-12 font-fkroman text-18 leading-160 -tracking-1\">A transferrable e-bike production tax credit for bikes manufactured in the US to encourage companies to utilize domestic manufacturing;\u00a0<\/li>\n<li class=\"duet--article--dangerously-set-cms-markup mb-16 pl-12 font-fkroman text-18 leading-160 -tracking-1\">Low-interest loans, repayable after 12 years, for bike manufacturers to buy production equipment and other capital expenses. <\/li>\n<\/ul>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Blumenauer also wants to close the loophole that allows for the import of cheap Chinese e-bikes with safety checks, some of which have been linked to <a href=\"https:\/\/www.wsj.com\/articles\/e-bike-battery-fires-are-soaring-especially-in-new-york-a3c1e45c\" target=\"_blank\" rel=\"noopener\">deadly fires caused by faulty batteries<\/a>. And he is continuing to lobby for <a href=\"https:\/\/www.theverge.com\/2023\/3\/22\/23651557\/ebike-act-bill-congress-rebate-tax-credit-amount\" target=\"_blank\" rel=\"noopener\">his bill to give Americans a $1,500 discount<\/a> on the purchase of a new electric bike. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">And he\u2019s trying to get it all done before he retires at the end of the year, after half-a-century spent in Congress. Its been tough trying to get his deeply polarized colleagues to band together to support, of all things, bikes and cycling. His e-bike rebate program remains stalled. All everyone wants to talk about is electric cars. After enjoying years of popularity in Europe and China, it turned out Americans liked e-bikes too. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">It was an added bonus that e-bikes have been linked to fewer car trips, which has the potential to reduce carbon emissions, slash pollution, and minimize climate change. And some cities responded to the popularity of e-bikes by <a href=\"https:\/\/nyc.streetsblog.org\/2020\/06\/24\/breaking-city-doubles-temporary-protected-bike-lanes-in-response-to-covid\" target=\"_blank\" rel=\"noopener\">installing bike lanes<\/a> and <a href=\"https:\/\/www.theverge.com\/23992114\/bike-lane-us-infrastructure-milwaukee-dallas-woodlands\" target=\"_blank\" rel=\"noopener\">building protective infrastructure<\/a> to help convince people its safe to get out of their cars and on their bikes, and setting up <a href=\"https:\/\/www.globalcyclingnetwork.com\/how-to\/buying-advice\/usa-can-i-get-a-rebate-for-an-e-bike-state-by-state-guide\" target=\"_blank\" rel=\"noopener\">local tax credit and rebate programs<\/a> to lower prices.  <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But the country\u2019s trade policies, especially as they relate to China, could end up bringing all that positive momentum to a halt. Last month, the Biden administration announced\u00a0<a href=\"https:\/\/www.theverge.com\/2024\/5\/10\/24153830\/biden-china-ev-tariff-quadruple-trade\" target=\"_blank\" rel=\"noopener\">major new tariffs<\/a>\u00a0on Chinese imports, including electric vehicles, batteries, solar cells, and a range of other goods \u2014\u00a0seeking to prevent China from flooding the market with cheap products that could endanger domestic manufacturers.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">E-bikes find themselves caught in the crossfire. The Office of the United States Trade Representative has said that e-bike batteries imported from China would be <a href=\"https:\/\/www.theverge.com\/2024\/5\/29\/24166934\/ebike-battery-china-tariff-price-increase-biden-climate\" target=\"_blank\" rel=\"noopener\">subject to 25 percent tariffs starting in 2026<\/a>, up from 7.5 percent. Past exemptions would no longer apply.  <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But rather than let tariffs kneecap the e-bike industry right as its gaining steam, Blumenauer is proposing a 10-year suspension to let US companies catch up and establish supply chains that circumnavigate countries like China. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">\u201cIt takes some time,\u201d he said. \u201cYou can\u2019t do it overnight.\u201d <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">That\u2019s where his domestic manufacturing incentives come into play. Blumenauer is proposing a 20 percent tax credit based on the sales price of a bike produced in the US. If a manufacturer sells a domestically produced bike to a retailer for $1,000, they would then receive a $200 tax credit based on that sale. And the credit would be fully transferrable, meaning if a company doesn\u2019t have enough tax liability to use the credit, it could transfer or sell its credits to another company. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Working in concert with the tax credit is a low-interest loan \u2014 around 1 percent, repaid after 12 years \u2014 to help companies buy the necessary equipment to begin making their bikes in the US. Companies would need to meet certain benchmarks, like paying a prevailing wage and producing a certain number of bikes a year. The US used to be a bike-manufacturing powerhouse, but those days are long gone. The homegrown players failed to anticipate the popularity of \u201csports bikes\u201d in the 1960s, allowing foreign imports to quickly dominate the market. First came Taiwan, and then by the 1990s, China rose to prominence. The writing was on the wall. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Today, its one of the most China-dependent industries in the US, but you hardly hear a peep from policymakers. The Biden administration is happy to spend billions of dollars to prop up electric vehicle production, on the pretense of fighting climate change. The US is a nation steeped in car culture. The advent of the automobile spurred a multi-decade highway building campaign that effectively subsidized the auto industry, gobbling up land, and squeezing out smaller, more economical modes of getting around, <a href=\"https:\/\/www.theverge.com\/c\/22749305\/public-transportation-covid-climate-buses-future\" target=\"_blank\" rel=\"noopener\">including public transportation<\/a>. And cars have repaid us by wreaking havoc on <a href=\"https:\/\/ecology.wa.gov\/issues-and-local-projects\/education-training\/what-you-can-do\/reducing-car-pollution\" target=\"_blank\" rel=\"noopener\">our environment<\/a>, <a href=\"https:\/\/ijbnpa.biomedcentral.com\/articles\/10.1186\/s12966-019-0906-2\" target=\"_blank\" rel=\"noopener\">our built environment<\/a>, and <a href=\"https:\/\/www.theverge.com\/2023\/1\/31\/23579510\/car-brain-motornormativity-study-ian-walker\" target=\"_blank\" rel=\"noopener\">our health<\/a>. Now we\u2019re left to deal with the mess we created.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">But bikes \u2014 and especially e-bikes \u2014 present an opportunity to correct the sins of the past. They won\u2019t fix everything. We also need more walkable cities and sustainable transit options. But bikes will be an important weapon in the fight against car culture <em>and <\/em>climate change. <\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph mb-20 font-fkroman text-18 leading-160 -tracking-1 selection:bg-franklin-20 dark:text-white dark:selection:bg-blurple [&amp;_a:hover]:shadow-highlight-franklin dark:[&amp;_a:hover]:shadow-highlight-blurple [&amp;_a]:shadow-underline-black dark:[&amp;_a]:shadow-underline-white\">Blumenauer\u2019s bill faces an uphill battle: divided Congress, no more common ground, bikes perceived as a niche industry. Plus Blumenauer\u2019s imminent retirement.
