Two Men Charged in Alleged Halloween Terror Plot in Michigan
Two suspects were charged in the suspected attempted terror attack, according to a 73-page criminal complaint filed in the U.S. District Court for the Eastern District of Michigan.
Mohmed Ali and Majed Mahmoud have been charged with “receiving and transferring, and attempting and conspiring to transfer, firearms and ammunition, knowing and having reasonable cause to believe that the firearms and ammunition would be used to commit a federal crime of terrorism,” per NBC News.

The complaint stated that Ali and an unnamed juvenile were referenced in third-party communications between July 2025 to October 2025, in which they said they were planning to conduct an attack on behalf of the Islamic State terrorist group.
Ali reportedly purchased weapons including a shotgun, an AR-15-style rifle and other firearm accessories in August 2025 and September 2025. According to the complaint, one of the weapons he purchased had a “forced reset trigger that allows a shooter to increase the rate of fire in a semiautomatic weapon.”
As for Mahmoud, he allegedly bought an AR-15-style rifle in September 2025 and purchased about 1,600 rounds of ammunition the following month.
Ali, Mahmoud, the unnamed juvenile and two other alleged conspirators used encrypted communication and social media applications “to share extremist and ISIS-related materials that encourage attacks similar to what they planned,” per the complaint.
Additionally, Ali, Mahmoud and the minor allegedly made trips to Ferndale, Michigan in September 2025. After noting that the area is known for its clubs, bars and restaurants, it was stated in the complaint that it’s believed the group could have been scouting locations to carry out their alleged attempted attack.
