Well, Kathryn Bigelow, the film’s director, said they “wanted the villain of the film to be nuclear proliferation itself.”
Specifically, she shared with Netflix that “The antagonist is the system we’ve built to essentially end the world on a hair-trigger.” So, the focus is not on who launched the missile, but the 18 minutes of time and what happens within that should be the focus.
