Former NYPD Blue star Kim Delaney was accused of “slurring” her words and having “unsteady” balance while walking after a 2022 car crash, according to a witness who detailed what she saw in a new court filing, Us Weekly can exclusively report.
Delaney, 63, stands accused of a hit-and-run on November 6, 2022. The actress allegedly crashed into a man named Dzhamal Badalov. Delaney was driving a black Mercedes and Badalov was on a motorcycle. Badalov sued Delaney for unspecified damages. She denied all allegations of wrongdoing.
A trial date has been set for January 12, 2026, in the lawsuit. The Los Angeles City Attorney’s Office allowed Delaney to enter a diversion program in connection with the incident, according to Radar Online. She was ordered to perform community service and complete a DUI class.
On Sunday, September 7, Badalov filed new evidence he plans to use at the trial. He submitted declarations from two witnesses to the crash.
One witness, named Ashlee Cartznes, described what she saw on the evening of November 6, 2022. “I was driving with my boyfriend, Jonathan De Jesus, in the front passenger seat next to me.”
She said while driving, she remembers casually looking up in her rear-mirror mirror and noticing a “black Mercedes coming up on us really fast.”

“When the black Mercedes quickly approached us, I thought it was going to hit us, so I immediately switched to another lane to avoid getting rear-ended.”
Cartznes said she noticed the driver slam on their brakes and stop in the middle of an intersection when the light was red. After the light turned green, Cartznes said she avoided getting near the other driver who continued to drive “erratically without staying in the street lanes.”
She said the other driver was “swerving into the concrete median in the middle of the street.”
“I witnessed the driver of the black Mercedes slam her brakes while quickly approaching the motorcycle but amid stopping, the vehicle it ended up crashing into [the] rear of motorcycle,” she said. “I witnessed the driver of the motorcycle get thrown off his bike onto the street.”
Cartznes said she pulled over to check on the motorcycle driver.

“It took a while for the driver of the black Mercedes to get out of her vehicle, but when she eventually got out, she appeared intoxicated,” the witness said. “The driver of the black Mercedes appeared intoxicated because she was not able to walk properly and had to stand beside her vehicle, her eyes were all over the place, her balance looked unsteady, and she was slurring while attempting to speak.”
Cartznes also noted the driver was “barefoot.”
“I noticed that she had a wedding ring on. I recommended that the driver of the black Mercedes call her husband on speakerphone because the driver was so impaired that she couldn’t speak properly,” Cartznes said. “I spoke with the woman’s husband and explained that it is not safe for her to drive and that she needs to be picked up. The woman’s husband told her that she needed to get into the car and drive away.”

Cartznes said she advised that the driver couldn’t drive and it’s not safe for her or others but the driver’s husband “demanded to be taken off speaker and kept telling the women to drive away.”
“I then observed the woman stumble back into her black Mercedes and drive away very erratically,” Cartznes said. “We then called the police, who arrived quickly, but the black Mercedes had already left the scene of the incident.”
As Us previously reported, in his original lawsuit, Badalov claimed Delaney was driving erratically before hitting him. He claimed she smelled of alcohol. In the lawsuit he filed against Delaney, he claimed the actress called a man at the scene, who then offered him money to not call the police.
Delaney allegedly got into her car and drove off “striking the concrete median while fleeing.” He included a photo of the alleged crash in his suit. The actress denied all allegations of wrongdoing and said any injuries were caused by third parties, not her.
Back in March, Delaney was arrested after an incident with her husband. Both were arrested and later released. The District Attorney declined to bring charges over the incident.
